Job Purpose: To oversee the implementation of the Health and Nutrition Programme. Technical support is provided from the Health Advisor and a Nutritionist. Main Duties & Responsibilities: Leadership and Capacity Building • Provide proactive leadership and management to add value to existing programming, promote best practices, contribute to on-going learning, and develop new programming in collaboration with the Health Advisor, Nutritionist and Assistant Country Director-Programmes (ACD-P) in line with the country strategy. • Provide technical assistance (advice, training, capacity building, documentation, etc.) for all CSP and nutrition interventions. • Participate in and support Country Management Team in strengthening coordination and collaboration within teams and across all teams, maintain and ensure constructive communications, contribute to a positive working environment. • Work closely with Health Advisor, Nutritionist, ACD-P and General Services Manager (GSM) in HR development and management, including setting objectives and conducting performance reviews of CSP and nutrition managers, BCC officer and M&E officer, identifying training needs and supporting implementation of training plans with the support of ACD-P and GSM, • Ensure all programme staff/partners are fully oriented in Concern’s Programme Participant Protection Policy, HAP principles and commitments. Management • With the support of the AC and the systems team (Logistics, HR, Finance, IT) ensure an effective, efficient and timely execution and management of the health and nutrition programme. • Work with ACD-P, AC, Health Advisor and Nutritionist in the process of developing and implementing Health and Nutrition annual operational & budget plan • Hold, manage and oversee the health and nutrition budget by providing monthly (and as needed) feedback on management accounts. • Apply Concern procurement procedures to ensure value for money and accurate financial reporting • Work with Health Advisor, the M&E officer and the nutritionist to ensure that M&E system provides appropriate and adequate information for learning and timely decision making and that staffs maintain systematic data collection and analysis. Effectively use regular M&E feedback to adjust programming and ensure relevance. Activities include SMART surveys, routine weekly and monthly data collection, operational research and other program surveys undertaken under the health and nutrition department. • Participate in program reviews and relevant programme meetings to support the enforcement of Concern programme approaches. Reporting • Ensure high quality and timely reports are developed for donors and partners • Produce a monthly report of the health and nutrition programme highlighting key progress, achievements and challenges. • Participate in the writing of surveys reports, technical reports or other reporting related to the health and nutrition programme. Representation/Coordination • Liaise with the Livelihood and education programmes to ensure Concern’s work is both integrated and complimentary • Develop and maintain good professional relationships with the Ministry of Health, international agencies, NGOs, partners and other stakeholders working in the health and nutrition sector in Tahoua region, including the regional UNCEF and OCHA representatives. • Act as Concern’s Health programme representative with the government, non-state actors, and donors at district and regional levels, including serving in the role as Partner Focal Point to the Regional Ministry of Health. • Participate in management discussions and strategic decisions as a member of the Country Management Team. • Liaise with the Health Advisor and technical advisors to identify research areas and results within the programme that are suitable for lessons learning and publication. In conjunction with the Health Advisor and Nutritionist lead in the field development of such research. • With the Health Advisor, Nutritionist and ACD-P develop effective, innovative actions in advocacy to achieve a larger and more sustained impact through the programme. • In close collaboration with the Health Advisor, Nutritionist, ACDP and other Concern staff, participate in the development of Concern Niger’s Health/Nutrition Programme Strategy and subsequent concept notes and proposals for donor funding. Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise is well communicated and consistently presented, and that we are looked to as a professional organization. • Carry out other duties as assigned by the Health Advisor, Nutritionist, ACDP, AC and CD. PERSON SPECIFICATION Education, Qualifications & Experience Required: ESSENTIAL • Masters in Public Health or equivalent qualification in health or community development • At least 3-5 years of relevant experience in public health and project/programme management, with significant experience in developing/managing health and nutrition projects in a development context • Experience with budgeting and financial monitoring processes as well as project management tools • Strong staff management, capacity building and supervision skills • Proficient spoken and written English and French • Computer proficiency with Microsoft Word and Excel • Capacity to work on a multidisciplinary team, and see the importance of multidisciplinary action for achieving health and nutrition impact and to tackle severe poverty • Prepared to work and live in challenging and remote locations. Dear Sir, I am not a nutritionist but I have experience in project management (emergency nutrition) and I am not applying for this position. It is just that in the advertisement, the responsibilities seem to be too many !!! Perhaps a bit simpler one with the same responsibilities in few sentences would be more appropriate. Otherwise people like me would be terrified even before applying for the position and I am certain you will miss many passionate applicants who love and respect their work.
