Does anyone have resources concerning "time available for caring" in emergencies/food crises?

I am seeing this phrase used, along with care environment, in one dated resource but I'm having trouble locating other sources. It certainly something we are seeing in the current food crises we are working in, with mothers leaving their young children to go search for food or for firewood to get food. This is increasing as the situation deteriorates and I am interested in how this is affecting the health and nutrition of their young children.
