We are looking for: A HEALTH SYSTEM STRENGTHENING SENIOR PROGRAM MANAGER Country: Afghanistan, based in Ghor Length of Contract: 3 months starting from the 20th of May 2014 General objective: Under the supervision of the Nutrition Head of Department, you will be responsible to ensure the development, implementation and monitoring of nutrition and health programmes in Ghor and in Samangan. Responsibilities: Ensure technical management/coordination of program • Provide technical direction and supervision to ensure the timely management and implementation of nutrition/health program activities. • Ensure the implementation of technical trainings and capacity building activities • Analyse and control the technical performance and relevance of the projects in place– in active collaboration with the national health and nutrition Program Manager. • Follow up the activities, and evaluate the quality of the programs by conducting regular field visits, exchanging regularly with the team and key stake holders of the areas and analysing the different reports. • Ensure the timely production/compilation of the monthly activity reports and technical reports from the field, and provide feedback when needed. • Attend technical workshops and technical working group meetings related to the program at Provincial level and at capital level when necessary. • Finalize the HSS strategy, ensure actions defined in the HSS strategy are timely put in place and re-adjust the strategy when needed based on the analysis and needs evolution. Ensure capacity building of the national program managers and partners in the development and management of activities Ensure monitoring & evaluation and capitalization activities • Implement and analyse of nutrition/health assessment (SMART and SQUEAC surveys), monitor and evaluate activities • Participate in donor reporting • Participate in the development and quality management of project capitalization activities • Provide a regular analysis of the nutrition situation in Ghor province. • Lead the ACF provincial advocacy strategy for nutrition/health sector and feed the ACF national advocacy strategy with relevant information from capitalised field based evidence. • Propose and prepare relevant programs in complement/expansion/ reduction to the existing ones as needed Participate in representation and coordination activities – internal and external Qualification and previous experience: You hold a Bachelor degree in Medicine or Public Health and you have at least 2 years in humanitarian sector, management of nutrition projects, and management of nutrition and health assessments. You have successfully implemented CMAM projects in partnership, as well as implementing project in public health sector. You have a first experience in partnership management. You have strong knowledge in monitoring and evaluation including nutrition and health assessments and surveys (SMART, SQUEAC). Excellent proposal writing experience. Excellent communication, sense of diplomacy and negotiation skills compulsory. Ability to work in a highly sensitive environment. Fully Fluent in English.
