UNICEF South Sudan is currently seeking to recruit an Information Management Officer for the Nutrition Cluster. The IM Officer will be responsible for facilitating and guiding the nutrition cluster and cluster lead agency in the compilation and dissemination of strategic and operational information to partners, government and other stakeholders . The Post is a temporary 1 year P2 contract and based in Juba, South Sudan with an expected start date of 1st May 2013. The Post-holder will report to the Nutrition Cluster Coordinator. Background In the context of the independence and the increase in populations returning to areas in South Sudan already showing critical levels of acute malnutrition in children, as well as continuous displacements due to internal conflicts and flooding, UNICEF as Cluster Lead Agency for Nutrition and in collaboration with cluster partners is intensifying efforts to put in place a system for providing the minimum set of predictable, standardized and transparent information that can be made available to all stakeholders on a regular basis. This will promote common understanding of the evolving situation, facilitate evidence-based decision making and improve effectiveness and accountability within the cluster. Justification The Information Management Officer will be responsible for facilitating and guiding the cluster and cluster lead agency towards a reliable and predictable response through the provision of evidence based strategic and operational information. The IM Officer compiles inventories of needs and response that lead to a repeatable situational analysis of program gaps. The IM Officer facilitates partner coordination, information sharing, and reduces duplication through technical standards. Specific Tasks 1. Support cluster coordination fora/meetings in aspects related to information management: • Prepare cluster meetings minutes • Maintain an updated contact list of partners, nutrition focal points, donors, and other parties interested in nutrition information 2. Information System Management • Maintain and further develop the nutrition database on the 4 Ws (who does what, where, and when), monthly nutrition reporting, and emergency nutrition response activities • Extend capacity mapping of cluster partners • Maintain monthly collection of CMAM reporting, IYCF information; and supply utilization by partners and Government • Prepare monthly analysis of nutrition activities on national, state, and county level, and emergency nutritional response information for Sitreps • Provide training to partners/Government staff in the use of the Nutrition Information System for reporting and analysis • Work towards complementarity and linkage of the Nutrition Information System with the Health Management Information System 3. Support the cluster to implement studies for the development of new approaches (e.g., small sample surveys), methodologies and guidance (e.g, SMART) for nutrition surveys and surveillance system 4. Streamline methods to share information by maintaining the Nutrition Cluster website and by using other web-based resources, e-mail, written reports, and verbal feedback at cluster meetings 5. Chair the IM technical working group (TWG) of the Nutrition Cluster and develop an IM strategy to guide activities and support technical problem solving 6. Coordinate with other clusters and their Information Management Officers to ensure complimentary data products with their IM systems and cross-sectoral analysis of information on humanitarian response 7. Work together with OCHA to produce up-to-date maps of nutritional needs and responses 8. Support the cluster to collate and develop an archive for nutrition surveys, surveillance and program data and information from partners and Government 9. On an ad-hoc basis, produce summaries, analyses and briefings based on nutrition information in the country 10. Support in building the capacity of the Nutrition department in the Ministry of Health to effectively handle the function of nutrition information management. Expected Deliverables • Database for nutrition related information in South Sudan further maintained and developed. • Routine and ad-hoc information products (analyses, reports, maps) on nutritional needs and responses. • Information Management strategy for nutrition information collection, analysis, and dissemination at county, state, and national level. Expected background (Qualifications & Experience) • Advanced University degree in Public Health/Nutrition or Information Management/Information Systems; • Minimum of 2 years of responsible professional work experience in information management, statistics, and database development required, preferably in an emergency setting. Public Health/Nutrition experience desirable; • Fluency in English is required; • Knowledge of local working language of the duty station an asset. General Conditions • S/he will work in the UNICEF Area Office in Juba. • Regular situation updates will be organized with the Cluster Coordinator and the Nutrition Specialist. • A working week is defined as 5 working days, and fees are prorated accordingly. S/he is not paid for weekends or public holidays. • S/he will have access to a UNICEF computer, internet and Lotus Notes. • S/he is not entitled to payment of overtime. All remuneration must be within the contract agreement. • S/he will be required to sign the Health statement for the consultants/individual contracts prior to the assignment, and to document that • Terms of payment: Monthly payment upon completion of the deliverables. • Note that final payment to a consultant is dependent on the completion of deliverables. • No contract may commence unless the contract is signed by both UNICEF and the candidate.
