Role & Responsibilities

Participate in order to develop, support, monitor and evaluate the country emergency nutrition project(s), support the project managers in managing and reporting on the projects in line with the objectives, timeframe and budget with a focus on response to new crises requiring assessments and short-term interventions. Support the teams to meet international quality standards in nutrition programming, strength the nutrition sector in our program and the harmonisation of practices with the different Medair bases. Encourage beneficiary participation, liaise with other stakeholders, and anticipate, plan, and contribute to the development of new nutrition project proposals and reports.

Project Overview

Medair delivers life-saving multisectoral interventions to emergency affected populations in eastern DRC in difficult to access areas and despite security challenges. Attacks by armed groups and intercommunal violence in eastern DRC continue to threaten vulnerable populations, despite the efforts of the government’s armed forces (FARDC) and assistance from the UN Mission in DRC (MONUSCO). Sectors of interventions are health, nutrition and WASH.

Medair DRC responds to emergencies principally caused by population movements and outbreaks through a BHA project that started in July 2020 – two years grants – and an ECHO project from May 2020 to April 2021. Nutrition in the DRC health national system is an integrated sector as Medair is implementing as part of the Primary health care (PHC) package offered. Medair supports OTPs at the primary health care level as the case management of SAM cases in SCs and IYCF in the communities.

In terms of outbreaks, the Eastern Part of DRC where Medair is providing support is keen to a frequent one as measles, cholera, Ebola (resurgence since February 2021) and COVID-19 pandemic (since March 2020). In this context, access and quality to PHC is a priority.

Workplace & Conditions

Field based position in Bunia, Democratic Republic of Congo with constant travel to other bases and HF supports in order to coordinate and support. Interventions may be in remote and difficult to access areas for which the environment is physically challenging (accessible on foot). The security context is complex and also requires constant monitoring. Visits to emergency locations will be expected.

As soon as possible. Full time, 12 months.

Key Activity Areas

Nutrition Projects support and coordination

  • Support and coordinate the projects in order to meet the project objectives within budget and within the allotted time frame. Work closely with the Health Project Manager to ensure streamlined integration of activities.
  • Support the constant monitoring and supervision of nutrition activities, evaluating progress through outputs and impact. Provide input into the integration of beneficiary participation and accountability.
  • Participate to the revision of donor reports as requested by the country health advisor.
  • Participate in the development of new proposals, appropriate nutrition strategies, linked to the assessed needs and gaps in order to implement acute emergency interventions.

Staff Management

  • Provide coaching and technical supervision to nutrition managers, nutrition supervisors, M&E assistants, and Logistics warehouse staff in order to develop nutrition technical knowledge and promote ownership and full responsibility within the nutrition team staff.

Financial Management

  • Provide support if needed to PMs about specific nutrition expenses.
  • Participate to the elaboration of nutrition budget and strategies in proposal process.

Communication and Coordination

  • With the guidance of the health/nutrition department, collaborate with the field teams especially PCs and PMs for coordinated nutrition integration in Medair programs. Participate in nutrition coordination meetings (In Goma, support in Bunia), Medair internal trainings, and other working meetings (using a translator if needed).
  • Proactively network and coordinate with the nutrition cluster and nutrition agencies to seek out opportunities.
  • Review and update as requested Project Coordination Agreements, Memoranda of Understanding and other necessary documents for programme implementation.

Logistics

  • Ensure a monthly country stock overview, provide support in purchase requests.

Quality Management/Project Design

  • Ensure project implementation is according to Medair, donor, DRC and international guidelines.
  • Set objectives for nutrition assessments and interventions, monitoring progress, etc.
  • Improve the quality of the nutrition project, to improve the quality of the assessments, monitoring and evaluation, implementation of Core Humanitarian Standards and protection mainstreaming.
  • Support the monthly monitoring of projects data, carry out analysis of quality and analysis of project implementation based on data. Support the M&E assistants to ensure accurate and appropriate data is collected and tabulated appropriately, improvement of the system.

Security Management

  • Contribute to the ongoing monitoring of security situations.

Qualifications

  • Clinical degree or diploma (nutritionist), or Public Health degree.
  • Strong working knowledge of English and French (spoken and written) or Swahili.

Experience

  • 2 years’ post-qualification medicine/nursing/medical professional experience.
  • At least 1-year management experience in a health context.
  • At least 1-2 years’ in nutrition in a developing country.
  • Experience working in an acute outbreak beneficial.
  • Aptitude for community mobilisation and capacity-building.
  • Experience in training/mentoring/ coaching staff.
  • Good numerical, report writing and administration skills.
  • Ability and willingness to manage project implementation; able to take the initiative.
  • Knowledge of humanitarian principles, Sphere and HAP Standards.
