Essential Healthcare for the Disadvantaged (EHD) in Bangladesh

About the role: This is a 48 month new role with unaccompanied terms based in Dhaka, Bangladesh at Salary Grade 6 from €45,781 to €50,868

You will report to the Country Director and work closely with all members of the consortium, Programme Implementation Unit (PIU) and Concern’s Programmes Director, Technical Advisors/Specialists, Programme Managers, Finance and system departments, Concern HQ and the donor.

Concern Worldwide is leading a Consortium and intends to implement a large health programme to increase access to quality essential healthcare for the disadvantaged, including people with disabilities, through innovative approaches and covering around 2 million people in urban and rural areas in the underserved, remote coastal areas in the south of Bangladesh. The programme duration is expected be four years from 2019- 2022 depending on the final approval of the donor. The Consortium will be managed by Concern through the dedicated Programme Implementation Unit (PIU).

Your purpose: This position demands a dynamic individual with demonstrable ability to achieve results in a demanding and fast paced environment. The Consortium Team Leader will lead and manage the Programme Implementation Unit (PIU) and will be responsible and accountable for the overall management and oversight of the programme including: overseeing the sub-grant management and implementation, risk management and financial accountability, donor reporting and liaison, external representation, relationship management with consortium members and government counterparts, and ensuring compliance with Concern and donor’s policies and procedures. He/she will be responsible to provide direction and support to the team, and technical leadership to ensure high quality programming to achieve programme results.

You will be responsible:

Strategic Management:
•Providing overall leadership on planning, designing and the implementation of programme activities in the light of Consortium and donor strategic priorities and programme design/objectives
•Providing line management to the staff in accordance with the organisational policies and procedures.

Consortium Management:
•Developing and maintaining strong working relationships with other consortium members. Maintaining regular communication with the members, including negotiating scope of works, addressing requisite revisions in programme work, and addressing issues that may arise.
•Representing Concern and the consortium to the donor and serve as the key liaison to relevant government authorities (especially Ministry of Health and Family Welfare, Ministry of Local Government and other government departments and stakeholders).
•Oversee and monitor the Essential Healthcare for the Disadvantaged (EHD) programme risks (including financial, logistical and other support systems, security and safeguarding) and flag issues in a timely manner to the Concern Country Director, Programmes Director and the Programme Advisory Committee.
•Provide line management to Programme implementation Unit (PIU) staff in accordance with the organisational policies and procedures.
•Ensure that gender equality and diversity principles are upheld in the recruitment, orientation, performance and management of staff

Finance, Procurement and Donor Compliance:
•Ensuring the programme design takes into account the payment-by-results (PBR) mechanism and results-based-management (RBM) approaches.
•Ensuring compliance with organisational and donor rules and regulations, particularly with respect to financial and contract management, budget and expenditure monitoring.
•Providing managerial and technical support throughout the implementation of the programme, including management of the sub-contracts.

Monitoring & Evaluation (M&E):
•Providing strategic and operational leadership for the programme and leading on annual work planning, programme implementation, M&E and donor reporting.
•Ensuring adherence to agreed programme quality standards, M&E guidelines, frameworks for the programme and providing technical support to embed M&E and accountability in consortium implementation.

Knowledge Management, Advocacy, and Communications:
•Working closely with the Concern Bangladesh management and Concern HQs in UK and Ireland, maintaining regular and transparent communication and high quality reporting on the programme.
•Ensuring timely development and operationalisation of advocacy, communication and visibility strategies of the programme.

Management of Risk:
•Ensure compliance with organisational and donor rules and regulations particularly with respect to financial and contract management.
•Ensure adherence/compliance across the consortium with Concern Worldwide’s Code of Conduct, Programme Participant Protection Policy, Safeguarding policy and associated policies.
•Promote and ensure accountability to programme participants and Core Humanitarian Standard (CHS) principles across the consortium and throughout programme implementation.

Your skills and experience will include:

Essential:
•Master’s degree in relevant discipline with proven working experience in health sector. Master Degree in Public health (MPH) or related discipline preferred.
• Proven experience (at least 8 years) of working at senior programme management and leadership role equivalent to (Chief of Party, Team Leader or Country Director) level with INGOs.
•Proven experience working on managing a consortium with a large Grants and/or large Commercial Contracts which deal with Payment by Results with particular thematic sector of Health and Family planning.
•Experience of working with major international donors, particularly DFID.
•Excellent written and spoken English languages skills.
•Strong analytical, interpersonal, communication and organisation skills.
•Strong coordination skills specifically with the ability to effectively coordinate, influence and negotiate with consortium members.
•Ability to build and maintain effective relationships with senior representatives of donor, INGO and Government structures and to represent at national or international level fora
•Thorough understanding of gender/equality, protection and conflict mitigation issues.
•Strong financial management and donor compliance skills.
•Experience in the design and use of monitoring and evaluation systems.
•Experience of working in or managing a consortium model of working.
•Knowledge of the key tools used by donor agencies, such as logical frameworks, results chains, theory of change, results-based management and financial administration systems.
