The first phase includes a situational analysis of the program, and the definition of national scale-up plan, including all the components (OTP, inpatient, community) and an overall costing exercise for it.

The second phase is related to a bottle neck analysis, and a marginal budgeting exercise, to define immediate actions to be prioritized in the scale up strategy, for the program.
