Advisor- Nutrition - Liberia - Concern Worldwide - closing date 18th of June 2018

About the role: This is a 12 month, new role with unaccompanied terms based in Monrovia with significant time in field support with a salary of Grade 4 €39,219 - €43,577.

You will report to the Programme Director and will work closely with the Multi-sectoral Programme Coordinator, Programme Quality Coordinator, Health Programmes Coordinator, Project Managers, Ministry of Health, Nutrition Technical Working Group for EULAP programme.

Your purpose:

The Nutrition Advisor is responsible for providing strategic and technical support to nutrition programming for Concern in Liberia. This includes supporting quality control, innovation in nutrition programming ensuring linkage and complementarity with other relevant sectors, leading on new business development in the nutrition sector, working with the senior programme team in emphasising the nutrition sector and integrating it across our multi-sectoral programme the Liberian context. Under the revised Country Strategic Plan (2017 – 2021) Concern’s work in Liberia for the next five years now focuses on improving the nutritional status of extremely poor households and communities. This will be achieved through the implementation of integrated programmes at household and community (micro-) level, our engagement at the district and county level (meso-) and advocacy work at the national level (macro-). We will focus on the areas of nutrition, livelihoods, basic education, equality, decentralisation and WASH. The Nutrition Advisor will work with the country team and consortium partners in developing and rolling out the two major programmes funded by Irish Aid and the European Union. The Nutrition Advisor will also have specific responsibility to develop programming aimed at reducing chronic high levels of malnutrition amongst refugee communities.

You will be responsible for:

Strategic Programme Development and Implementation
•Lead the implementation of nutrition activities in line with the programme proposals, and provide direction to other consortium partner technical leads on integrating nutrition into each programme component
•Lead on developing further strategies for implementation of Concern nutrition related programming in Liberia.
•Provide technical advice and operational support to Concern’s programme team and consortium partners to ensure nutrition programming incorporates best practice in addressing chronic and acute malnutrition.
•Providing guidance and support in integrating nutrition across programming.
•Support the nutrition team in the development of technical components for nutrition programming
•Advise the area teams on programme planning for nutrition components and contribute to monthly work plans and Detailed Implementation plans
•Contribute expertise to ensure that training manuals, guidance and tools developed for implementing activities under the programmes are appropriate and of high quality

Innovation and New Business Development
•Liaise with Concern technical Advisors at headquarters level in ensuring best practice from Concern global nutrition is brought to bear on nutrition programme development in Liberia with a specific reference to the rural Liberian context.
•Identifying key areas of interest for Concern nutrition programming in Liberia and working with internal and external stakeholders on related programme design.
•Prepare briefs and share learning from Concern nutrition programming in Liberia across Concern global nutrition programme and with relevant stakeholders in Liberia.
•Contribute to a theory of change for improved food security and nutrition outcomes in clearly articulating the contribution of Concern’s nutrition work in Liberia and identifying areas that require further studies or research.
•Support the Country Management team by identifying opportunities for new business development in the Nutrition sector in Liberia.
•Engaging with key external stakeholders in identifying areas of collaboration for nutrition programming.
•Lead on proposal development for nutrition related opportunities
•Lead on nutrition related research, in conjunction with the Programme Director, including developing TORs, supervising the consultants, leading the team in field assessments, supporting evaluations etc.
•Contribute to the development of monitoring tools for assessing outcome and impact of various components of Concern nutrition work, analysing monitoring data and advising on corrective action if required.

Capacity Building of Nutrition Staff
•Support Programme Coordinators and Project managers to develop their teams through providing training, coaching and mentoring as required.
•Providing mentoring and support to technical and field staff in nutrition.
•Support the team in preparing for nutrition related proposals and reports and in responding to technical queries.
•Assess and support the technical capacity of Concern and the consortium’s implementing staff and potential local partner staff where relevant to deliver in nutrition and nutrition / nutrition sensitive agriculture activities.

Nutrition Coordination and Technical Representation
•Liaise with key Liberian nutrition stakeholders at national level ensuring that Concern programme experience contributes to analysis and policy development.
•Participate in nutrition sector meetings and represent Concern at Nutrition related meetings/events.
•Participate in Concern’s Scaling Up Nutrition (SUN) work assisting the team articulate Concern’s particular contribute to SUN in Liberia.
•Lead on technical nutrition liaison, coordination and lesson sharing with other agencies implementing nutrition related work in Liberia.

Your skills and experience will include:
•Masters’ degree in Nutrition.
•At least 5 years’ experience in nutrition field working internationally in technical and management in the nutrition sector;
•Significant experience in Nutrition programme design and a successful track record in proposal development and resource mobilisation.
•Experience in Project Cycle Management (PCM) for nutrition programmes
•Experience in implementing nutrition interventions in development and emergency contexts.
•Clear presenter with excellent communication skills.
•Experience in nutrition related research including design, implementation and management of external learning partners;
•Experience in multi-tasking, networking and coordination

Desirable:

Strong track record in providing technical guidance for implementing nutrition across sectors. Experience in capacity building of diverse teams.
