Purpose of the Position

The Nutrition Specialist reports to the Chief Nutrition (Level 4) for guidance and general supervision. The position is accountable for the development, planning, implementation, monitoring and evaluation of UNICEF's nutrition activities linked to preventing and treating acute malnutrition, with a particular focus on the Community-based management of acute malnutrition (CMAM) approach. The position is accountable for ensuring overall efficiency, effectiveness and delivery of results in accordance with UNICEF's Core Commitment for Children in Emergencies (CCCs) and national and international humanitarian standards.

Key Expected Results

1. Timely sectoral analysis, input, support and collaboration to the Situation Analysis and its periodic update made for effective project planning, development and management.

2. Knowledge management effectively promoted through drafting/finalizing key Nutrition sectoral programme documents and reports, sharing good practice, lessons learned, and ensuring knowledge/information exchange.

3. Quality of rights-based Nutrition projects /programmes effectively promoted, and coherence, synergy and value added to project management process through results-based management.

4. Sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with the defined project strategies and approaches.

5. Project delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.

Key Accountabilities and Duties & Tasks

o Provide technical direction for the design, implementation, monitoring and evaluation of acute nutrition programme/projects, particularly Community-based Management of Acute Malnutrition (CMAM), to ensure achievement of objectives, introducing where necessary new approaches, methods and practices to ensure community participation and ownership of the nutrition problems and solutions.

o Participate in monitoring and evaluation exercises, program reviews and annual reviews with government and other counterparts to assess progress and to determine required action/interventions to achieve results.

o Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in CMAM program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.

o Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.

o Prepare regular/mandated program/project reports for management, donors and partners to keep them informed of program progress.

o Identify training needs of health and nutrition staff in terms of acute malnutrition. Support the development of relevant training modules and follow-up tools. Develop plans for capacity reinforcement, facilitate and coordinate the implementation of these plans.

o Identify supply needs for the UNICEF response and ensure timely supply release. Coordinate with operations staff for the provision of supply and non-supply assistance to partners, ensuring proper and timely accountability in accordance with UNICEF policies and procedures. Certify disbursements of funds, monitor utilization and preparation of financial status reports.

o Work closely and collaboratively with internal and external colleagues and partners to discuss strategies and methodologies and to determine national priorities/competencies to ensure the achievement of concrete and sustainable results.

o Facilitate partnership at sub-national and national level with ACF, WHO, WFP, and other NGOs about acute malnutrition prevention and treatment activities, including emergency response plans and rapid nutrition assessments (when needed).

Qualifications of Successful Candidate

· Advanced university degree or higher in nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management or other health related science field is required.

· A minimum of five years of professional experience in nutrition, public health, related research or planning and management in relevant areas of maternal, infant and child nutrition, at the international level some of which preferably in a developing country is required. Relevant experience in health/nutrition program/project development and management in any UN system agency or organization is an asset.

· Fluency in English is required. Knowledge of another official UN language or a local language is an asset
