JOB SUMMARY The Public Health Nutrition (PHN) Technical Advisor will provide short-term technical assistance to the program with the aim to increase health staff and communities understanding of nutrition and hygiene issues and their relation to health outcomes in three areas of operation. The position will require strong technical experience in Social Behavior Change in nutrition as well as program management experience. The Technical Advisor will support the startup of the program, including the recruitment, training and mentoring of key staff, the situational analysis and the establishment of program strategies and information management systems. The PHN Technical Advisor should be available for the first eight months of the program, followed by two six-week visits over the following two years. ESSENTIAL RESPONSIBILITIES 1.Program Startup •Recruit, train and mentor a PHN Manager to oversee program activities and support the recruitment and training of PHN Officers at program sites. •Lead a nutrition and hygiene situational analysis in three areas of operation •Coordinate with relevant government, UN and NGO counterparts to map available services and identify needs •Work with the PHN Manager to set program strategies and a work plan to meet program goals and to determine operational needs •Establish/reinforce appropriate community outreach and support strategies •Support the development of strategies for community mobilization around nutrition and hygiene •Prepare PHN manager and officer and other staff to lead trainings and implement other key program activities, including the development and sharing of resources •Establish reporting and information management systems, in coordination with consortium partners •Prepare detailed reports of the situational analysis and program startup phase 2. Mid-Term Technical Assistance Visit •Review program strategies and activities through observation, meetings with team and partners •Conduct an assessment of program progress •Provide trainings to staff and volunteers •Provide recommendations for program improvement •Prepare a detailed report of visit 3. Final Year Technical Assistance Visit •Conduct an assessment of program achievements •Work with team and partners to develop strategies for handover/close out •Capture lessons learned from program in a detailed report QUALIFICATIONS •Advanced degree in nutrition, Public Health nutrition, or other relevant field of study •Experience developing and delivering trainings •Experience in care group approach a must •Experience with program startup •Experience with qualitative and quantitative program evaluation •Experience with coordination and integration of nutrition, hygiene and health •Supervisory experience •Ability to exercise sound judgment •Ability to remain flexible and to cope with stressful situations and frustrations •Ability to work well with a team, to relate to and motivate staff effectively Language Skills: •French and English required.
