Position Summary The FSL Advisor is responsible for providing technical support to International Medical Corps country teams in order to successfully design and implement high quality humanitarian food security and livelihoods programs including providing surge and desk support for new emergency FSL programs and supporting emergency preparedness and capacity building. Additionally the FSL Advisor will be responsible for supporting the Nutrition and Food Security Department’s (NFS) new initiatives. The FSL Advisor will be based at International Medical Corps’s office in Washington, DC and is expected to travel 40% of their time to provide technical assistance to field missions. This position demands technical knowledge, training experience, and work experience in difficult circumstances and in conflict areas. Essential Job Duties/Scope of Work: The purpose of the Food Security and Livelihood Advisor position is to assist International Medical Corps in delivering holistic and sustainable programs in disasters, transitions and development. The FSL Advisor is an integral part of the Nutrition and Food Security Department and will be instrumental in assisting the Department in tackling some of the underlying causes of malnutrition. The FSL Advisor will be responsible for providing technical assistance to the International Medical Corps’ field missions and headquarters, and assist in emergency response, assessments, proposal development, and new program startup. Technical Program Support •Guide International Medical Corps’s thinking on food security and livelihood activities, and formulate sector strategies and recommendations for response, disaster risk reduction, and long term development •Provide guidance to field and headquarter departments on the integration of FSL and nutrition component and FSL into other sectors (health, WASH, etc) as appropriate •Conduct initial sector-specific assessments and make technical recommendations for appropriate activities, both for initial disaster response phase and for longer-term disaster risk reduction or rebuilding of livelihoods. Assessments may be conducted at the regional, sub-regional, or national level, and may be related to disaster response, risk reduction, recovery, or to a comprehensive development strategy. •Assist in the development of, or provide technical review for, proposals to ensure that proposed activities and programs align with best practice in the food security and livelihood sector and conform to internationally accepted standards and country guidelines. •Provide technical support to assist in the development of disaster risk reduction programs that mitigate the effects of disasters on populations and communities; identify disaster mitigation measures, where appropriate, that could be linked to disaster response activities. •Coordinate International Medical Corps’s Food Security response, recovery, and development activities across a wide range of actors within International Medical Corps, donors, host governments, UN and NGO partners to ensure consistency of programming. •Actively represent International Medical Corps in the food security and livelihood sector discussions and technical working groups and serve as International Medical Corps’s food security and livelihood sector resource person. Training and capacity building •With country missions focal points, assess the training needs of staff and develop a FSL training program to meet these needs. •With country missions focal points, conduct FSL training for project staff and host government counterparts •With country missions focal points, ensure the establishment and strengthening of FSL monitoring activities and linking FSL early warning for the prevention of malnutrition Surge Support •Provide food security and livelihood serge support to International Medical Corps’s emergency response team, deploying to conduct assessments, develop an appropriate response, and start up lifesaving food security and livelihood activities. New NFS Initiatives Support •Participate and take leadership on specific NFS department projects, such as research, new initiatives, and developing IMC policies and program models. Qualifications •Advanced degree required in rural development, agriculture, economics, social development or other relevant fields •At least 6 years or more of international experience with specific focus on food security and livelihoods program, cash transfer and vouchers program, and food aid management, including experience in emergency response, recovery, and long term-development following natural and manmade disasters. Experience and Knowledge Required •Demonstrates understanding of the role of food security in preventative nutrition interventions •An up-to date understanding of food security, risk reduction, emergency response, sustainable development and livelihoods concepts. •Knowledge in designing and implementing appropriate and effective safety nets, including cash and/or food transfer programming. •Familiarity with design and programming processes of different donors especially USAID/FFP and a general familiarity with recent initiatives such as Feed the Future. •Professional experience in areas of global food policy and food security with demonstrated knowledge of global trends in food security and the ability to analyze implications for regions and countries, through publications, work experience, or other means. •Proficient analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in program monitoring, data collection and evaluation. •Skills in technical proposal writing, designing and implementing food security and livelihood programs. •Ability to exhibit tact, diplomacy, and resourcefulness in dealing with high level officials from donor agencies, international organizations, and other foreign and domestic government officials and partners. •Must have excellent English written and oral communication skills and the ability to work collaboratively with other departments within International Medical Corps, donors, non-governmental organizations, and the private sector.
