Title: Evaluation to assess effectiveness, efficiency, sustainability, quality and to identify lessons learned of nutrition response in the Sahel Duty station: Dakar Field visits: Chad, Burkina Faso and Niger Duration of the contract: 2 months Type of contract: SSA Level: P4/L4 and P5/L5 for the lead Date of closure: November 2, 2012 PURPOSE AND OBJECTIVES The purpose of the evaluation is mostly regional learning, enabling evidence-based decision-making, understanding what works or did not work and ultimately to propose suggestions and recommendations to help mitigate the next crisis, and improve on-going recommendations on nutrition programmes in the region. The lessons and recommendations from the evaluation will be used by national governments, UN agencies, donors, NGOs for strengthening existing programmes as well as for advocating for leveraging resources for effective nutrition programmes strategies and interventions. More specifically the objectives of the evaluations are: 1. To examine, as systematically and objectively as possible, the effectiveness, efficiency, sustainability and quality of the nutrition responses in three countries in the Sahel including Chad, Burkina Faso and Niger. 2. To verify the quality of the data and estimate (accuracy, reliability) used in the nutrition programme performance tracking and in order to mitigate the questions raised about the evidences produced around the programme achievement 3. To examine the effectiveness of related cross-cutting issues such as coordination and management; gender, equity; capacity development; advocacy and policy development; and monitoring and evaluations 4. To assess the extent to which “interesectorality linkage” between nutrition and other sectors including but not limited to education, child protection, HIV, WASH has been implemented, including the assessment of effectiveness and efficiency 5. To document good practices and generate evidence-based lessons and recommendations to improve and strengthen current nutrition programmes in terms of corrective actions, resources allocations, and plan for future nutrition crisis and programmes in the region EXPECTED DELIVERABLES: The expected deliverables are described as follows: • Inception report including methodology, data collection tools and analysis plan and field work plan • Debrief notes in each country where evaluation took place • Preparing of a debriefing agenda at the regional office • Three country case studies • Draft report • Final report REQUIRED QUALIFICATIONS AND EXPERIENCE, Senior Consultant – International (L5): • Masters, PhD or Advanced degree in related subject area (Public Health, Social Services, Sociology, nutrition, etc.) • At least 12-15 years progressively responsible experience including evaluative and analytical work on nutrition epidemiology and evaluation at an organization or interagency level for an organization comparable to UNICEF • Knowledge of current evaluative and analytical literature on the nutrition sector in general and in an emergency • Excellent English and French speaking and writing skills • Excellent and proven research skills including development and application of analytical frameworks and tools and production of analytical papers • Excellent interviewing capacity • Excellent facilitation skills • Knowledge and experience with the Sahel region and exposure to UNICEF nutrition work will be a plus REQUIRED QUALIFICATIONS AND EXPERIENCE, Senior Consultant – International (L4): Masters or Advanced degree in related subject area (Nutrition, Public Health, Social Services, Sociology, etc.): • At least 8-12 years progressively responsible experience including evaluative and analytical work on nutrition at an organization or interagency level for an organization comparable to UNICEF • Significant knowledge of current of nutrition programming and current literature on the nutrition sector in general and in an emergency • Excellent English and French speaking and writing skills • Strong knowledge of results-based management and monitoring concepts in the area of nutrition • Good knowledge of the local context, including institutions and people would be an asset • Very good interviewing and facilitation skills.
