Job Purpose:
Working as member of a large, innovative multi-sectorial programme, the Nutritionist will:
• Serve as the technical reference person supporting the mission to better apply nutrition standards and best practices at field level (including support to operations research and M&E processes)
• Provide sound nutrition guidance in support of strategy development within integrated multi-sectorial programming
• Contribute to efforts to enact measurable change at the national policy level and contribute at the national level to the promotion of Concern best practices and approaches to address under nutrition
Main duties &
Responsibilities
Programme implementation support, monitoring & Evaluation
Under the line management of the Area Coordinator in Tahoua and in coordination with the Health and Nutrition Coordinator (HNC), Health Advisor (HA) and Nutrition Programme Manager (NPM):
• Ensure effective programme implementation in accordance with international/national protocols and best practice for CTC and wider nutrition interventions
• Ensure programme quality adheres to Concern and other internationally accepted standards such as SPHERE and HAP
• In coordination with the HNC, support capacity development of actors at the community, health centre, and district health team level to technically improve implementation of services and programs to prevent and treat malnutrition
• Advise and support an efficient monitoring and evaluation system to ensure programme quality and effective integration of CTC, including analysis of epidemiological data to inform programme adjustment and strategic orientation
• Provide technical support and assistance to the nutrition programme staff to ensure community participation and collaboration in programme development
• In conjunction with the PM and HNC, prepare accurate, and regular internal and external programme reports (monthly, annual and as needed)
• Train and mentor Concern and MoH staff in nutrition, CTC, including community mobilisation, nutrition surveys and other technical subjects, as required
• In conjunction with the PM and Nutrition team, support the execution of Standard Monitoring & Assessment of Relief & Transitions (SMART), nutrition program coverage and other surveys, including analysis and report writing
• Integrate information and results from above surveys into programme planning
Support to strategy development
• Liaise with ACDP and all program managers to provide a strategic and coherent nutrition approach to country programming
• Support active linkages between the nutrition, FIM, Health and education programmes to optimise prevention and treatment of malnutrition
• Document programme experience, best practices and lessons learned in collaboration with Health Support Unit to better inform country programme
• Contribute nutritional input as needed during the development of programme proposals
• Review results and recommendations and provide technical input on operations research with nutrition aspects, including FIM OR with Tufts University
• Act as point person for SUN initiative activities in Niger and familiarise program staff on SUN and 1000 days initiatives
National representation/policy change support
• In conjunction with ACDP and HA, support and manage key partnerships with MoH, UNICEF, WFP, and other agencies working on nutrition issues
• Represent Concern at key strategic meetings, forums, cluster/working group meetings and workshops to share Concern Niger’s findings and approaches and Concern’s overall nutrition strategy
• On behalf of and in conjunction with Concern Nutrition staff and the Senior Management Team, contribute to the technical review of national nutrition guidelines, protocols and any other relevant technical documents related to nutrition
• Represent Concern at multi-sectorial meetings to share how Concern’s multi-sectorial nutrition approach has impact and contributes to improvements in quality of life for vulnerable populations.
• Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise is well communicated and consistently presented, and that we are looked to as a professional organization.
Person specification:
Education
Post graduate qualification (MPH, MSc) in nutrition.
Experience
• At least three years’ experience in the design and management of nutrition programmes in developing countries; one or more years’ experience in Community-based Therapeutic Care (CTC) desirable
• Experience in monitoring and evaluation of health and nutrition programmes, including programme data management/analysis
• Experience in advocacy for nutrition at the national and/or international level and ability to provide technical support to others
• Experience working with MOH
• Experience in nutrition surveys, including data analysis and use of EPI-Info and SPSS software
• Knowledge/ experience in livelihoods/ food security is an advantage
• Excellent interpersonal and communication skills. Proficient in spoken and written English and French.
