Description Specific Responsibilities • Provision of Technical Support to Nutrition Interventions • Country Programme Support • Provide technical support to NUT programme teams to ensure application of project cycle management from conception to evaluation. • Ensure appropriate needs assessments; monitoring and evaluation are conducted according to ACF and donors standards. • Provide technical NUT advice for programme implementation to country NUT programme teams. • Promote of ACF NUT technical guidelines, manuals and position papers. • Ensure compliance with ACF NUT policies and procedures. • Provide technical validation of NUT components of country strategies, approaches and decisions. • Ensure follow up on secondary contextual analysis, programme implementation and monthly reporting to track progress and ensure adherence to contractual donor obligations. • Ensure secondary analysis of existing or proposed programmes to ensure relevance, impact, viability, sustainability and quality of the action. • Validate technical NUT parts of donor proposals developed by the country teams ensuring technical applicability, coherence, feasibility, appropriate budgets, etc. • Validate technical NUT parts of donor and technical reports developed by the country teams. • Ensure documentation, capitalization and dissemination of programme experiences, statistics and lessons learned. • Facilitate the identification of innovation and research opportunities together with the country programme team. • Participate in regular pool meetings and ensure coherence, interaction and integration with the pool team members. • Visit country programmes when requested by the field and/or headquarters, following a clear TOR proposed by the country team. Technical leadership • Lead the NUT HQ and country teams to define and implement innovative and pertinent NUT strategies and plan of actions. • Supervise the implementation of NUT strategic initiatives and research projects. • Work closely with the other technical teams and senior technical advisors to define common strategy, work plans and strategic initiatives. • Identify and seek funding for NUT operations and technical research projects contributing to ACF overall strategy and development. • Collect information and coordinate with other agencies/partners to ensure up to date NUT knowledge and understanding of the latest pertinent NUT programming, tools, technical developments and innovations. • Ensure close interaction and integration with other ACF technical departments in NY HQ as well as ACF International. • Lead and coordinate on Monitoring, evaluation, accountability and learning (MEAL) activities and strategy within HQ, and follow the network MEAL discussion. • Support the development of ACF NUT advocacy strategy and messages. External Coordination representation • Represent ACF NUT at relevant technical events, contribute presentation materials, panel discussions, etc. in coordination and technical forums. • Identify and collaborate with international organizations, initiatives donors and academic institutions suitable and beneficial to ACF, mandate, profile and strategy. • Identify and develop relationships for collaboration with respective academic and policy institutions in line with ACF international and NUT strategies. Communication • Regularly contribute to ER/ communication efforts, press releases and other documentation. • Provide requested and necessary NUT information, experiences and case studies to ER/comms for public communications, website materials etc. • Contribute photos taken on country programme visit to ER/comms data based and resources. • Be available to interview, radio and video material development for ER/comms purposes. Supervision of Technical Advisors • Supervise and regularly appraise the NUT technical advisor(s) activities and performance. • Set short-term and annual objectives for all NUT technical advisors • Identify appropriate training and other learning opportunities to support the career development of each NUT technical advisor • Supervise and oversee occasional NUT interns working with the technical team. Human Resources - Selection, Placement and Training • Contribute to the recruitment process of NUT technical field practitioners by providing a technical assessment of each NUT candidate’s skills & experience (Qualifications, technical tests & technical interviews, share documentation and notes with HR for database and placement). • Provide technical advice and technical validation of NUT JDs for country program technical positions. • Work with HR to determine which available candidates are technically qualified for open positions. • Support HR in the development and maintenance of a NUT technical fieldworker pool, including sharing information about NUT staff (availability, technical capacities), and, at HR’s request, providing other ACF HQs with technical feedback. • Ensure induction, briefing and debriefing of NUT technical and non-technical staff for ACF USA country programs and ACF USA HQ. • Identify on-going training needs of the HQ NUT team and NUT technical country coordinators, and assist in providing needed training or support. • Provide technical support, input and validation to technical NUT initiatives and trainings from the Regional Training Centre in Nairobi. • Participate in US based recruitment initiatives (career fairs, university presentations etc.). Personal Specifications Qualifications: Essential: • Relevant Post-Graduate degree Desirable: • Masters degree in human nutrition, public health health, medicine, anthropology, or similar. Experience Essential: • A minimum of 5 years previous work in NUT programmes overseas with an International humanitarian organization. • A minimum of 2 years previous work in NUT technical advisory position with an International humanitarian organization Desirable: • Experience working with ACF International. Competencies Essential: • Fluent written and spoken English. • Ability to manage and prioritize own workload. • Experience writing complex technical reports • Experience in remote management and skill building • Good working knowledge of CMAM, SMART, etc. • Good working knowledge of computer software, MS Office and nutrition related software (EPiInfo, ENA, SPSS, etc.).
