The Office of the United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and co-ordinate international action to protect refugees and resolve forced displacement problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. UNHCR ensures that people have access to adequate nutrient-rich food and safe water to protect the safety, health and well-being of refugees and other populations of concern. For this reason, UNHCR strives to ensure food security and improve the nutritional status of all the people it serves. Promoting the social and economic self-reliance of refugees, returnees and internally displaced persons is another key component of UNHCR’s work, both in displacement situations, and in areas of return and reintegration. UNHCR promotes self-reliance by implementing projects that directly protect and enhance the livelihoods of displaced populations and host communities. To pursue these objectives, UNHCR is developing a roster of livelihood, food security and/or nutrition experts, who will be deployed to UNHCR field operations for periods between 4-12 weeks. Experts will conduct assessments; support the development of strategies; design projects or programmes; develop guidelines and tools; conduct trainings; formulate proposals; implement and coordinate projects or programmes; or conduct evaluations. The experts are not UN staff members and their conditions of service are not governed by UN Staff Rules and Regulations. Essential qualifications and professional experience required: • Degree in nutrition, development studies, development economics, or relevant post-graduate qualification. • At least 5-10 years of experience in the coordination, design, implementation and monitoring of livelihood, food security or nutrition projects and programmes, with the UN and/or non-governmental and/or public sector. • Demonstrated expertise in at least one of the following sub-sectors: o Livelihoods experts: Socio-economic and/or household economy assessments; and expertise in at least 1 of the components of livelihood programming: microfinance, employment promotion, entrepreneurship building, private sector development, local economic recovery/poverty-reduction strategies, agriculture / livestock / natural resource management, Vocational and Technical Education and Training (VTET). o Food security experts: Food security assessments and surveys; needs and response analysis; food security programming; food assistance; cash transfer programming. o Nutrition experts: Nutrition surveys and rapid emergency assessments; treatment of acute malnutrition; Infant and Young Child Feeding; micronutrient programming. • Solid skills in research and analysis, using and presenting quantitative and qualitative data, project and report writing. • Demonstrated experience in conducting assessments for planning and/or evaluation purposes. Familiarity with established assessment and analytical tools is desirable in the expert’s specialty (e.g. Household economy approach; Sustainable livelihoods framework; Nutrition causal analysis; Market analysis: EMMA; Mifira; Socio-economic profiling; SMART methodology, UNHCR SENS guidelines, Evaluation of Access and Coverage methods of SQUEAC/SLEAC). • Familiarity with community-based and participatory approaches. • Broad knowledge of key actors involved in developing policies and programmes related to livelihoods, food security and/or nutrition: International and Non-governmental organizations, research institutes. • Strong communication and individual organizational skills. • Excellent written and spoken English. • Strong working knowledge in another language (French, or Spanish, or Arabic) is highly desirable. • Women are encouraged to apply.
