JOB TITLE : Emergency Response Personnel (ERP) – Nutrition Adviser TEAM/PROGRAMME : Humanitarian Department GRADE: 3 POST TYPE: International LOCATION: Internationally Mobile: approximately 80% various field based positions, 20% Head Office (Farringdon, London) or Home based REPORTS TO: Deputy Team Leader Programmes/Field Manager CHILD SAFEGUARDING :Level 3. The responsibilities of this post may require the post holder to have regular contact with children and young people. In the overseas context all posts are considered to be level 3. INTRODUCTION Save the Children’s origins lie in emergency response, and this has remained central to our work ever since. Our approach integrates our emergency and development work, through the medium of our country programmes. With the increasing frequency and severity of emergencies world-wide the organisation is increasing its capacity to support programmes in both sudden onset and chronic emergency situations. Our Emergency Response Personnel (ERP) play a key part with Save the Children’s humanitarian strategy. Members of the ERP scheme are active members of Save the Children’s UK’s humanitarian department, and contribute to organisational learning and help build organisation capacity to respond effectively to emergencies world-wide. Our Emergency Response Personnel are usually deployed for medium-term assignments for: • An emergency response where Save the Children is scaling up and we need immediate emergency expertise • Surge capacity to a country programme by either filling a vacant position and/or adding further skills and experience to country programmes • Capacity building of individuals and/or country programmes to ensure that programmes are being run effectively Save the Children’s Nutrition team works to support newborn and child survival in emergencies through the provision of timely and appropriate nutrition programmes based on assessment, analysis, evidence, best practice, value and quality. We aim to work closely with government systems and communities wherever possible and working with partners and other sectors to ensure coordinated, consistent, quality programming that is cost-effective. Save the Children’s emergency nutrition work focuses on treatment of acute malnutrition, prevention of malnutrition, active support and promotion of appropriate infant and young child feeding in emergencies and treatment and prevention of micronutrient deficiency disorders. ROLE An ERP Nutrition Technical Adviser will generally be deployed to the field as the lead technical adviser in a small or medium-sized emergency or the 2nd phase of large emergency. Alternatively they may be deployed as a field level technical coordinator in a complex, large-scale emergency. On occasion they may also be asked to gap fill a senior technical advisery role in a longer term humanitarian country programme. The ERP Nutrition Technical Adviser will be expected to lead on sectoral assessment, programme design and masterbudgeting, coordination, and support fundraising, recruitment and procurement. In most circumstances, the postholder will be expected to mentor and/or capacity building existing country programme staff. MAIN RESPONSIBILITIES The postholder will receive a context specific ToR for each deployment, which will draw upon the responsibilities outlined below. Programme Support (typically will be for small or medium-sized emergencies): • Lead on Nutrition technical assessments in coordination with other SCUK thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs. • Working with the Deputy Team Leader – Programmes or Team Leader develop Nutrition sector response plans and masterbudgets and contribute to Save the Children’s overall response strategy. • Provide technical checking of Nutrition strategies, assessments and programmes as necessary, and proactively promote high quality Nutrition technical approaches within country programmes. • Working closely with the Deputy Team Leader – Programmes or Team Leader, support fundraising for the Nutrition sector, including development of high quality concept notes and proposals, and engagement with donors’ technical advisers. • Prepare and oversee Nutrition programme implementation to ensure timely delivery of programme activities (for example, monitoring against logframes, individual performance management workplans). • Prepare timely programme and donor reports on project activities in compliance with internal SC requirements and any relevant external donor requirements. • Working closely with the HR team, identify Nutrition staffing needs (both national and international) for emergency programmes, and ensure rapid recruitment, induction and training of new staff. • Identify Nutrition programme supplies needs and coordinate with the logistics team to put in place a sensible phased procurement plan. • Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work. • Working closely with the Accountability lead put in place accountability activities for your thematic area, ensuring that feedback from all relevant stakeholders is considered in Nutrition programme design. • To ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct. Capacity Building: • Identify learning and training opportunities for Save the Children staff and partners and work as a mentor and role model for less experienced staff. • Oversee development of technical training material that will improve aspects of Nutrition work within Save the Children, at country level. • Delivers and supports staff training for all parties including training of trainers. Representation & Advocacy & Organisational Learning: • Ensure that Save the Children's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, such as the Nutrition cluster, ensuring the specific needs of children are being addressed. This may involve taking the lead in Nutrition cluster working groups at national level. • Take steps to document lessons learned, from Nutrition programmes, for wider dissemination. • In collaboration with senior programme staff, assist in advocacy activities that target decision-makers at all levels. • In collaboration with the Humanitarian Technical Unit and Thematic Team, feed in learning, experiences and evidence to relevant global advocacy objectives. • To identify opportunities and material to contribute to Nutrition communications and media work, acting as a spokesperson when required. In particular, a good understanding of the SC UK mandate and child focus and an ability to ensure this continues to underpin our support Desirable • Language skills in Spanish, and/or Arabic • Experience or knowledge of working and living in relevant regions/contexts • Specific experience of designing and managing DFID and ECHO projects • Specific experience of working in consortia projects. WORKING CONDITIONS All staff members on the ERP scheme are available and ready to be deployed anywhere in the world at short notice. They will normally work unusual hours, undertake a lot of travel and are often working in stressful and insecure environments.
