Role and Responsibilities
Provide technical advice and support to Nutrition Project Managers and sectoral staff, in the development of proposals, project planning and implementation, reporting and M&E. Represent Medair at national level in nutrition coordination, as Focal Point for UN, NGOs, donors, partners and other stakeholders, developing and maintaining relationships, with the objective of ensuring good cooperation, partnerships, development of policies and other guidance notes and raising the profile of Medair.
Project Overview
Medair runs integrated CMAM nutrition programming with a health education programme in Badakhshan province, with handover to the national healthcare provider (Afghan NGO) anticipated for the end of 2012. There is potential further CMAM programme decentralization and possible programme expansion into adjacent/new areas with critical needs in the future. Medair works in WASH, Food Aid and Emergency Response activities in two regions of Afghanistan.

Key activity areas
Medair Afghanistan Nutrition Coordination
• Technical support to Nutrition Project staff (reports, ongoing technical issues, CMAM, nutrition education messages, culturally appropriate teaching methods, handover of nutrition programmes to healthcare provider etc.).
• Quality improvement and assurance of international and national CMAM guidelines as well as promotion of nutrition best practices.
• Coordination of assessing potential new areas for nutrition programming.
External Coordination
• Coordination and participation in national Nutrition Cluster, and nutrition assessment/ survey groups.
• Support the sub-Nutrition Cluster group at provincial level.
• Coordination with MoPH, CAF, UNCEF, WFP and any other stakeholders involved in nutrition at national level.
• Technical support to MoPH and Nutrition Cluster on national CMAM guidelines.
Technical Nutrition Support
• Advise the Nutrition Project Managers and Nutrition Managers as requested, and on new guidelines and protocols and keep them up to date on new methods and ideas by keeping up with relevant journals and circulated protocols, and attending requested trainings.
• Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis, follow-up and feedback to involved staff, donors, partners and other agencies.
• Ensure sectoral integration, learning, sharing and adoption of best practices as outlined in Sphere and the region to ensure the quality of projects.
Programme Development
• Advise and assist in assessing Health and Nutrition emergencies, planning and development of surveys.
External Representation and Coordination
• Attend relevant cluster and sector meetings and pass on important information to Country Director (CD), Project Coordinators, Nutrition Project Managers and Nutrition Managers.
• Act as Medair Health and Nutrition focal point in Kabul for all related matters (MoPH; UNICEF; WFP; UNFPA; WHO)
• In consultation with the CD, develop and maintain relationships with UN, NGO’s, donors, partners and other stakeholders, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships.
Staff Health Focal Point
• Responsible for staff health within the whole programme as the country focal point for health.
Qualifications
• Bachelor’s degree in Nutrition or Clinical degree (nurse or doctor)
Experience / Competencies
• At least 2 years’ experience managing nutrition programmes in developing countries, with at least 1 year in nutrition emergency context
• Additional training in emergency nutrition programming and conducting nutrition surveys desirable
• Experience designing and implementing nutritional surveys in emergencies desirable
• Advanced planning, assessment and analytical skills desirable
• Capacity to work under pressure, in an insecure environment and to tight deadlines
• Familiar with international nutrition guidelines for treatment of acute malnutrition
• Understanding of CMAM tools/approach

Working Conditions
• This post is based in Kabul, working from Medair’s Kabul office. Some time will be spent at the support bases in Badakhshan and Central Highlands.
• Field travel involves basic living conditions in Medair field bases. Travel is by vehicle in the summer months, and by horse or foot in winter months.
