Role and Responsibilities To effectively manage a MCC-funded Integrated Nutritional Treatment and Community Health & Nutrition Education Project in line with the objectives, timeframe and budget laid down in the proposal. Oversee the implementation of the behaviour change side of the project. Liaise with local government officials to improve the planning and coordination of current and possible new projects. Identify training needs and supervise the technical training of all national staff members. Project Overview Improve the nutritional status of vulnerable populations in Badakhshan. Do this through improving access to effective nutritional treatment for acutely malnourished children under 5 and vulnerable pregnant / lactating women, increasing household level awareness and practice of health and nutrition promoting behaviours and build local MoPH and community capacity to prevent and respond to acute malnutrition. Workplace: Badakhshan province, Afghanistan Starting Date: March 2012 Initial Contract Details: Minimum 12 months, 100% Key Activity Areas Project Management • Oversee the project, budget, and staff team at site(s) of operation. • Directly plan, schedule and supervise project activities on the CTC side of the project. • In coordination with the Nutrition Education Manager, oversee the implementation of the behaviour change side of the project. • In consultation with Projects Coordinator (PC), liaise with local government officials, UN and NGO agencies, to improve the planning and coordination of current and possible new projects. • Identify training needs, and supervise the technical training of all national staff members in consultation with the PC. • Ensure accurate and timely reporting of activities – oversight of reporting for whole project. • Work with the Security Officer and the Badakhshan Security Management Team to report on any arising security issues and comply with security plans. Logistics and Finance • To co-ordinate with the finance department to ensure accurate accounting of project finances as well as effective cash-flow. Staff Management • Oversee all staff for the nutrition project including recruitment, appraisal, management, general well-being, job descriptions, work schedules, discipline etc. in co-ordination with the PC and Nutrition Education Manager and in accordance with Medair Afghanistan’s HR policies and guidelines. • Provide training to all National staff working on the project, as necessary (within budget and operational constraints) so as to ensure ownership and full local responsibility of all project activities. Communications and Public Relations • To maintain a transparent, honest and supportive communication structure with the Medair team. • Develop and maintain relationships with local authorities and NGOs on site, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships. Security Management • To be responsible for the safety and security of Medair assets and personnel on site of operations. Qualifications • BSc/MSc or equivalent in Nutrition, Nursing or related degree Experience / Competencies • 2 years minimum experience post-qualification in project management position, preferably 1 year experience in Nutrition related projects • 1 years overseas experience in relief work with a NGO, having worked preferably in the Nutrition sector before, is desirable • Able to oversee multiple tasks • Good negotiation skills, especially in the context of another culture • Aptitude for community mobilization and capacity-building • Experience in training/mentoring staff desirable • Capacity to work under pressure, in an insecure environment and to tight deadlines • Desire to be stretched, professionally, personally and spiritually, desirable Medair standard working requirements for the field • Experienced professionals in a relevant field • Committed Christians • Commitment to Medair values (faith, hope, accountability, integrity, dignity, compassion) • Overseas intercultural experience • Strong working knowledge of English (spoken and written) • Single or married (with no children under 18). Logistics and admin functions are run from Faizabad, with support from Kabul. • This post requires extensive field travel and much time will be spent at remote field locations and field bases, with basic living conditions. Travel is by vehicle in the summer months and by horse or foot in winter months. • This post requires particular sensitivity to cultural issues especially in dress and behaviour, especially when working with women.
