ABOUT THE INTEGRATED FOOD SECURITY PHASE CLASSIFICATION (IPC)
The Integrated Food Security Phase Classification is an innovative multi-partner initiative for improving food security and nutrition analysis and decision-making. By using the IPC classification and analytical approach, Governments, UN Agencies, NGOs, civil society and other relevant actors, work together to determine the severity and magnitude of acute and chronic food insecurity, and acute malnutrition situations in a country, according to internationally recognized scientific standards.
The main goal of the IPC is to provide decision-makers with a rigorous, evidence and consensus-based analysis of food insecurity and acute malnutrition situations, to inform emergency responses as well as medium and long-term policy and programming.
The IPC was originally developed in 2004 to be used in Somalia by FAO’s Food Security and Nutrition Analysis Unit (FSNAU). Since then, a global partnership of 15 organizations is leading the development and implementation of the IPC at global, regional and country level. With over 10 years of application, the IPC has proved to be one of the best practices in the global food security field, and a model of collaboration in over 30 countries in Latin America, Africa and Asia.
Action Against Hunger is one of the 15 organizations that form the global partnership of the IPC and serves as a member of the IPC Acute Malnutrition Task Force. The task force works to ensure that, together with IPC Acute Food Insecurity (AFI) analyses, the IPC Acute Malnutrition (AMN) analyses meet the evolving information needs of decision-makers. Together, they aim to systematically inform improved food security and nutrition funding, policy, and programming decisions at levels appropriate to the needs of all countries where acute malnutrition is of concern.
With a growing demand for IPC AMN analyses, Action Against Hunger Canada is supporting the IPC Global Support Unit, the operational arm of the IPC initiative, by securing and strengthening human capacity to deliver high-quality APC AMN analyses.

OBJECTIVE
The objective of this Request for Proposal is to obtain quotations from IPC technical experts (consultants) for service delivery, including, but not limited to, the facilitation and support of IPC AMN analyses and training, in close collaboration with the IPC Global Support Unit.
SERVICE DESCRIPTION
The service that is required will include the following:
1. Facilitation of 2 IPC AMN Level 1 training including:
Activities are:
▪ Preparation of training and analysis packages.
▪ Supporting multi-partner coordination efforts for the planning and implementation of IPC AMN trainings.
▪ Provision of support for the content development of IPC AMN reports and other communication outputs, including joint IPC AMN - AFI communication products.
2. Facilitation of 5 IPC AMN analyses including:
Activities are:
▪ Leading and facilitating IPC AMN analyses through the engagement of partners at country level.
▪ Provision of remote technical support for IPC AMN analyses.
▪ Provision of technical guidance to stakeholders on data collection and analysis to ensure that data meets the requirements for IPC analysis.
▪Support the preparation of IPC AMN analyses, including gathering, re-analyzing and organizing data.
▪ Provision of technical support for the analysis of linkages between IPC AMN and IPC Acute Food Insecurity (AFI) or to Cadre Harmonisé.
▪ Participation in weekly IPC GSU planning meetings as well as monthly coordination meetings.
REQUIRED PROFILE
QUALIFICATIONS & EXPERIENCE
▪ IPC Level 3 certification.
▪ Master’s degree in nutrition, public health, epidemiology, statistics, social sciences, life sciences or other related disciplines.
▪ At least 5 years of progressive work experience at the national and international levels in nutrition assessments and/or analysis.
▪ 3-5 years of work experience in developing countries and emergency contexts.
▪ Experience working with international and local partners and local authorities.
KNOWLEDGE, SKILLS, ABILITIES AND OTHER ATTRIBUTES
▪ Strong organizational, planning, and analytical skills.
▪ Strong coordination skills and ability to work in multi-sector and multi-agency environment.
▪ Excellent written and verbal communication skills in English. Fluency in French would be considered a strong asset.
▪ Strong cultural sensitivity and tact.

DUTY STATION/LOCATION
The above-noted activities will be carried out across various regions in Africa, the Middle East, and Asia with the specific location of support provided after contracting.
SUPERVISORS
The consultant will be supervised by the Senior Project Manager of Action Against Hunger Canada and will work under the direction of the IPC Nutrition Specialist.
CONTRACT MODALITY
Fixed-term and deliverable-based contract planned to commence from December 2024 and end in November 2025.
Action Against Hunger Canada will be responsible for travel arrangements. While in-county, IPC GSU will be responsible for all the logistical and security facilitation.
