Job Title: Policy & Advocacy Adviser: Food and Nutrition Security
Reports to: Head of International Advocacy
Location: Dublin, Ireland (20 - 30% Travelling overseas)
Pay band: €49,905 - €58,711
Job Purpose: Lead and coordinate and deliver advocacy in Concern Worldwide on food and nutrition security
Key Responsibilities:
Working closely with technical advisers, support country programmes engagement in hunger and nutrition security advocacy;
Collaborate with technical advisers and country programmes to ensure research on food and nutrition security is effectively utilised in advocacy and policy work;
Collaborate across research and policy networks in Ireland and globally working on food and nutrition security;
Advise on Concern’s political engagement and directly engage with stakeholders on food security and nutrition security;
Country Programme Support
Support country programmes engaging in advocacy and policy analysis on food and nutrition security by guiding advocacy strategy development; reviewing relevant national policies with country teams and connecting to international initiatives;
Organisational Advocacy Support
Lead and coordinate Concern’s advocacy priorities on food and nutrition security, in collaboration with key stakeholders across the organisation, including Concern US, UK and South Korea;
Conduct specific advocacy on food security and nutrition with external stakeholders and in collaboration with technical advisers and advocacy colleagues;
Provide high-quality briefings to managers and advisers who engage in advocacy for Concern on food security and nutrition policy issues.
Monitor and analyse developments in key multilateral and donor policies on food and nutrition security, of key policy processes and high level events;
Represent Concern in engagement with Alliance 2015 and in contributing to Generation Nutrition advocacy towards the European Union;
Support the work of the Political Engagement and Campaigns Teams, and collaborate on joint initiatives related to food security and nutrition;
Research & Policy
Develop policy positions, reports and briefs, and key messages on food security and nutrition based on evidence from Concern’s programmes, research work and external sources;
Lead Concern’s contribution to and support of the Global Hunger Index;
Collaborate with country programmes and technical advisers to effectively use evidence and research produced by Concern.
Engage with research institutes, think tanks and relevant networks on food security and nutrition policy;
Representation & Networking
Collaborate across offices and directorates to strengthen Concern’s contribution to food and nutrition security debate;
Engage directly with stakeholders and represent Concern at external events including speaking roles, research presentation;
Contribute to the work of the International Advocacy Team in achieving the objectives of the International Advocacy Strategy, and to Concern’s commitment to use our global network to amplify the voices and experience of communities caught up in conflict, hunger and the climate crisis;
Skills and Experience Required:
Essential:
At least 3 years experience working in a humanitarian context overseas;
At least 5 years professional experience of policy, advocacy, research and/or political representation with an international organisation;
Third level qualification in international relations, nutrition or food security, anthropology/social/political sciences, gender studies, or other relevant field;
Sound knowledge and experience of engagement in UN systems, particularly on food and nutrition security related issues;
Excellent understanding of current policy debates relating to global food systems, food and nutrition security in fragile and conflict-affected contexts, the actors and institutions involved, and how to drive policy change on these issues;
Excellent written and spoken English and French;
Knowledge of Irish and EU parliamentary and government systems as well as a good understanding of current international debates on food and nutrition security in fragile and conflict-affected contexts;
Strong team player with the ability to identify, support and pursue shared objectives;
Sound judgement with a proven track record in managing multiple responsibilities and meeting tight deadlines;
