The GNC Technical Alliance (the Alliance) is an initiative for the mutual benefit of the international nutrition community, and populations affected by emergencies, to improve the quality of nutrition in emergency preparedness, response, and recovery. The Alliance provides systematic, timely, and coordinated technical assistance, leveraging the capacity and expertise of sub-national, national, regional, and global actors. Preparatory work for the Alliance, previously known as the Global Technical Assistance Mechanism (GTAM) began in the Global Nutrition Cluster in 2015, with the mechanism officially endorsed by GNC partners in 2017.
In August 2020, a process to redefine the strategic intent of the GTAM was undertaken. This led to the rebranding of the GTAM, as the Global Nutrition Cluster Technical Alliance and an official launch in December 2020.
The purpose of this evaluation would be to evaluate the GNC Technical Alliance according to its aims and objectives outlined in its strategic intent document, and according to the OECD- DAC evaluation criteria.
Specific objectives:
To assess whether the GNC Technical Alliance has achieved or is making progress toward its strategic Intent
To assess if the structure/design of the Alliance and its parts allows it to achieve its strategic objectives as outlined in its Strategic Intent,
Is the strategic intent of the Alliance still relevant and fit for purpose?
To assess if financial resources have been utilized efficiently and effectively
To identify lessons learned from the evaluation to generate accountability, learning, and recommendations for the future.
Deliverables
A preliminary and final evaluation report will be developed which should adhere to the OECD Development Assistance Committee (DAC) evaluation criteria and their standards in data analysis and reporting.

Profile
Good knowledge of nutrition and particularly of nutrition in emergency contexts, and the global humanitarian architecture
Significant field experience in the evaluation of humanitarian projects
Relevant degree/equivalent experience related to the evaluation to be undertaken
Significant experience in coordination, design, implementation, monitoring, and evaluation of emergency programs
Good communications skills and experience in undertaking qualitative data collection
Ability to write clear and useful reports (may be required to produce examples of previous work)
Fluent in English
Ability to manage the available time and resources and to work to tight deadlines
Independence from the parties involved
Evaluation schedule and budget
It is expected that the consultant will be on board in October/November, and the work with countries will finish by end of January 2023.
The estimated duration of work is between 41-47 days with an approximate budget of 28,500-33,500 USD.
