Purpose of Activity/Assignment:

Lead the work of the GNC Advocacy and Communications Working Group (GNC Advocacy WG) for the implementation of the GNC Advocacy Strategy 2022-2025 in close collaboration and coordination with the GNC-Coordination Team (CT) and GNC-Technical Alliance (the Alliance) and including advocacy support to country-level advocacy structures.

Scope of Work:
The Global Nutrition Cluster (GNC) was established in 2006 as part of the Humanitarian Reform process, which aimed to improve the effectiveness of humanitarian response programmes by ensuring greater predictability, accountability and partnership. The new GNC Global Strategy 2022-2025 aims to support 80 countries with ongoing, or at risk of, situations of fragility to develop or strengthen national and subnational technical and coordination capacities for nutrition. The GNC seeks to advocate and influence for greater nutrition coordination in crises being a driver of change strengthening collaboration, partnerships and innovation on nutrition and contributing to create a supportive financial and policy environment for strengthened technical and coordination capacity for nutrition in situations of fragility. The key indicator proposed to measure this is the “Number of examples where GNC advocacy and resources have been used to influence decision-making in NiE and humanitarian coordination at all levels”.

To support the achievement of its strategic objectives, a GNC Advocacy Strategy 2022-2025 is currently being developed and a GNC Advocacy WG has been established to provide strategic and technical support to the GNC in advocacy activities at global, regional, and country levels. The group is comprised of representatives from GNC partners and country-level coordination teams with expertise and interest in advocacy and communications.

The GNC is looking for an Advocacy Consultant to lead the work of the GNC Advocacy WG for the implementation of the GNC Advocacy Strategy 2022-2025 and advocacy activities included in the annual advocacy plan, working in coordination and close collaboration with the GNC-CT, the Alliance and other relevant GNC Working Groups at global level and with country-level advocacy structures contributing to the strengthening of advocacy capacities and to build a solid foundation for advocacy within the GNC.

The main responsibilities of the Advocacy and Comms Specialist include:

Global advocacy (up to 30% of the time)
To lead the effective coordination of GNC advocacy work with the support of the GNC Coordination Team and other key stakeholders.

Global advocacy tasks include, among others:
o To act as the primary focal point on general advocacy matters for the GNC-CT and the Alliance. This may include regular and ad-hoc advice, liaison, collaboration on advocacy matters with GNC-CT, the Alliance , GNC Strategic Advisory Group, country-level advocacy structures and external partners as required.
o To develop necessary communication materials, including key messages, talking points and global policy positions tailored to the purpose and targets with support and validation of the GNC Advocacy WG ensuring a repository of advocacy material is kept available for nutrition cluster partners
o To identify cross cutting issues amongst various advocacy areas and proposing specific solutions and areas of focus for further advocacy development.
o To convey and lead the work of the GNC Advocacy WG.
o To define adequate ways of working for the effective implementation of advocacy at both global and national level.
o To support the development of advocacy capacities at GNC global level

Support to country-level advocacy structures (up to 60% of the time)
To provide advocacy support to country-level advocacy structures, including:
o To support up to 6 country-level advocacy structures per year in the identification of key nutrition advocacy needs at country level and in the development of national advocacy strategies and annual advocacy plans (remote or in-country support as needed)
o To support country-level advocacy structures to further progress engagement and input into key identified national processes and platforms
o To provide country-level nutrition clusters advocacy and communication support as required
o To provide advocacy support at global level to advance national advocacy objectives as required
o To support the development of advocacy capacities at national level

Advocacy coordination, planning and MEAL (Monitoring Evaluation Accountability and Learning)  (up to 10% of the time)
• To convey monthly calls with GNC Advocacy WG
• To implement a monitoring system for monitoring of the advocacy work plana nd strategy achievements in advocacy
• To lead in the consolidating, writing and reviewing of bi-annual reporting on advocacy progress, against the annual action plan and strategies
• To assessment opportunities for advocacy and lead on the development of annual advocacy plans based on progress and opportunities
Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

To qualify as an advocate for every child you will have…

Master’s degree in law, communications, public relations, journalism, or related field. (Bachelor’s degree with additional 2 years of relevant working experience a combination of relevant experience might be considered).
• At least five years of experience in nutrition or humanitarian advocacy
• Proven experience of creating advocacy strategies and annual plans and leading advocacy work in international organization.
• Proven experience of capacity building in the areas of communication and advocacy, including support to country offices
• Good understanding of NiE, the Global Nutrition Cluster, Humanitarian Clusters and their role.
• Experience of working at or with UNICEF, at other UN agency or other international organization is an asset.
• Excellent writing, communication, and organization skills.
• Excellency in oral and written English.
• Knowledge of Spanish or French desirable. Candidates with Spanish and French will be given preference.
