Responsibilities:

This Expert will work on part-time basis and provide inputs at strategic stages over the course of the project (estimated six missions, of at least 45 working days each). He/she will mainly be responsible for undertaking capacity needs assessment and guide the whole process of institutional capacity building at central and local levels.

General qualifications and skills:

Graduate university degree (Master’s degree or equivalent qualification) in Social Science preferably in Public Administration, Political Science, Business Administration, Development Administration, International Relations or Public Policy;

Or equivalent proven professional experience (of at least 5 years in addition to below general professional experience) for a Bachelor’s degree holder;

Fluency in spoken and written English (at least level C1); and

Excellent knowledge of Microsoft office tools and on-line meeting platforms.

General professional experience

A minimum of 5 years of experience in capacity building processes of governmental / public agencies.

Specific professional experience

A minimum of 3 years of relevant experience in organizing training and capacity building related activities in the areas of Food & Nutrition Security or in framework of the multi sectorial nutrition reform.

Proven knowledge and experience in minimum three projects/assignments of developing training plans, materials and programmes in food security and nutrition matters, preferably in nutrition sensitive agriculture;  

The following professional and technical skills would be an advantage:

Experience of providing guidance, mentoring and support to governmental counterparts, agencies;  

Familiarity with EU development cooperation projects and procedures.
