Program Background:
International Medical Corps is leading the Nutrition Technical Rapid Response Team (Tech RRT) a consortium with Action Against Hunger (ACF) and Save the Children UK (SC UK) to provide nutrition technical surge capacity for rapid response in emergencies and works in close collaboration with the Global Nutrition Cluster (GNC) and UNICEF, and under the umbrella of the Global Technical Assistance Mechanism for Nutrition.

Tech RRT Program Goal: To improve and strengthen the technical quality of programs and assessments for improved nutrition outcomes of affected populations in emergencies and protracted crisis situations

Tech RRT Specific Objective: Improve global nutrition response by deploying technical advisers to countries requesting assistance and through various capacity strengthening initiatives during and between deployments.

Job Purpose
The Deputy Program Director (DPD), a consultant, will work on all aspects of the Tech RRT Project, including the deployment process, project monitoring and evaluation, knowledge/learning workflows and communications of the project. The Consultant will provide technical and other support to the Tech RRT Program Director as well as the Advisers, the internal steering committee and the deployment steering committee to facilitate the deployment process, increase the impact of deployments and facilitate timely reporting within the Consortium and to donors.

Main Responsibilities
Program and team facilitation (50%)
* Support the request process and the deployment of Tech RRT advisers including:
- For potential deployments, undertake technical review of TORs, coordinate and follow up with requesting agencies, identifying the appropriate adviser for the needs, etc. This can include support to countries to develop the initial draft of TORs.
- Support the deployment of Tech RRT Advisers, including administrative process (generally and linked with cost sharing/recovery) as well as coordination with requesting agency, host agency, UNICEF standby partner unit, and others depending on the specific deployment, including through the deployment approval process.
- Facilitate post-deployment follow up with external actors in coordination with the Adviser, i.e. sharing of recommendations, post-deployment webinar/follow up call, user satisfaction surveys, technical support for the knowledge/learning management of tools and resources developed, etc.
* Facilitate to strengthen monitoring of program activities, providing solutions on the development and implementation of new tools.
* Facilitate, participate and support the development of capacity strengthening webinars
* Adapt program tools and templates to the needs based on lessons learned as well as program changes.
* Organise and support the team and steering committee meetings.
* In collaboration with the PD, actively participate in the Global Technical Assistance Mechanism for Nutrition (GTAM)
* Promote the Tech RRT goals and missions through attending meetings and conferences involving occasional travel, as necessary

Communication (35%)
* Support the development of new communication materials to raise the visibility of the Tech RRT project including internal and external communication, webinars/brochures, etc.
* Maintain and update the Tech RRT website as well as social media accounts, keeping them active with information on current deployments, non-deployment time outputs, etc.

Grant Management (15%)
* Collaborate with the PD to produce donor proposals and reports (monthly, annual, etc.) according to donor grant guidelines and International Medical Corps rules and regulations.
* Support the development of partnership agreements and their subsequent oversight and monitoring

Position location: Home-based, with locations within GMT+3 preferred.

Qualifications:
* University degree in nutrition, public health, or related development studies; or equivalent combination of education and work experience in emergencies and program management.

Experience
* At least 8 years work experience in program management in the area of nutrition and public health, with a minimum of 5 years specifically in international nutrition, preferably in emergencies.
* Demonstrated experience in coordinating and working with partners and donors.
* Significant experience in and understanding of working within the cluster system.
* Technical area of expertise in nutrition including IYCF-E, CMAM, assessments, SBC, Nutrition in emergencies, and capacity building, required.

Specific Knowledge Requirements
* Emergency response knowledge, required.
* Program Management, required.
* Fluency in written and oral English required.
* Working knowledge of French, Arabic and/or Spanish, strongly desired.

* Proven teamwork, partnering skills (facilitating dialogue and communications across diverse sectors, institutions, and geographic administrative levels)
* Excellent writing, oral and visual presentation skills; training skill
* Ability to assess priorities and competently complete a variety of activities with a high level of accuracy and timeliness.
* Excellent organizational skills and attention to detail.
* Ability to initiate and implement activities with minimal oversight and supervision.
* Proficiency in MS Office (Word, PowerPoint, Excel, etc).
