Save the Children is looking for a Nutrition Technical Advisor for our Syria Response.
ROLE PURPOSE:
SCI currently has nutrition interventions in South and Central Syria, NW Syria and is in the process of starting up nutrition activities in NE Syria. Under the general direction and guidance of the Director of Program Development and Quality, the Nutrition Technical Advisor will ensure all SCI Syria Nutrition programming, currently focused on Infant and Young Child Feeding (IYCF), is of excellent technical quality, attracts significant donor funding and contributes to national and global learning, advocacy and programme development. The post holder is expected to provide technical advice and support to project staff to ensure Syria programming objectives are successfully achieved. The post-holder shall also contribute to the development and review of the Syria strategic direction and actively lead in the development of nutrition/IYCF program policy and design.
SCOPE OF ROLE:
Reports to; Director of Programme Development & Quality
Reporting to: This is an advisory role with no direct line management responsibility; however, the role provides technical backstopping and guidance to program staff.
Budget responsibility: contribute to the preparation of proposal budgets; monitoring and reviewing the budgets for funded projects; supporting the development of phased budgets; and planning for program expenditures.
KEY AREAS OF ACCOUNTABILITY:
• Lead on review and implementation of nutrition/IYCF priorities within the Syria strategic plan
• Help shape broader sector strategies through influence of and if possible, leadership within inter-agency coordination forums, such as the Whole of Syria and Cross-border Nutrition Working Groups, ensuring the specific nutritional needs of children are being addressed. This may involve taking on a co-chairing role where needs demand.
• Ensure all nutrition programme staff receive the necessary and appropriate technical support. In consultation with staff and project managers agree on the range of advice, support, training and/or other assistance required from the role to facilitate high quality programming, especially in remote management settings. This will involve regular visits to field sites or cross-border hubs
• Extend technical support and direction to Syria program staff in IYCF-E counselling, treatment and prevention of both chronic and acute malnutrition, and key areas for integration with areas such as Mental Health and Psychosocial Support (MHPSS), Child Protection, and Health.
• Lead on nutrition or multi-sectoral technical assessments, baselines, evaluations and surveys in coordination with other thematic areas and/or other external sector agencies.
• Support fundraising for the nutrition sector, including development of high quality concept notes and proposals, and engagement with key donors.
• Develop learning needs assessment and capacity building plans for internal teams and for partner staff, linking capacity building initiatives to wider opportunities identified via coordination and networks.
• Take the initiative in documenting lessons learnt, best practice and case studies from all programing areas to shape in-country strategies and programme approaches, and contribute to broader sector learning.
• Pro-actively identify advocacy opportunities, case studies and research opportunities which link with wider organisational strategic objectives, and turn these into action.
QUALIFICATIONS, EXPERIENCE AND SKILLS:
Essential
• At least 5 years experience of working internationally in nutrition/IYCF programmes in a humanitarian context
• Education to Masters level in Public Health Nutrition, or a related subject
• Previous experience of providing technical support to Nutrition teams in the areas of IYCF-E, CMAM, and Micronutrients.
• Proven ability of mentoring, coaching and training on IYCF-E
• Experience of senior level representation
• Experience of developing and negotiating successful partnerships with institutional donors
• Ability to write clear and well-argued assessments, project reports, and proposals
• Excellent communication skills, politically and culturally sensitive with qualities of patience, tact and diplomacy
• Proven ability to influence change at an operational and strategic level.
• A high level of written and spoken English
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
Desirable
• Language skills in Arabic
• Experience or knowledge of working and living in relevant regions/contexts
• Experience in promoting children’s participation in programme design, implementation and evaluation.
