Position: Senior Nutrition Technical Specialist TBBC - Thailand Burma Border Consortium (www.tbbc.org) TBBC Overview: TBBC is seeking a Senior Nutrition Technical Specialist for its operations in Thailand. TBBC, a non-profit, non-governmental humanitarian relief and development agency, is an alliance of NGOs providing food, shelter and support for community based camp management to Burmese refugees along the Thailand/ Burma border since 1984. TBBC Objectives: TBBC's core objectives as set out in its Strategic Plan for 2009-2013 are: 1. Pursue change leading to durable solutions while ensuring a protective environment for displaced people of Burma 2. Increase self-reliance and reduce aid dependency by promoting and supporting livelihood opportunities 3. Ensure continued access to adequate and appropriate food, shelter and non-food items prioritising support for the most vulnerable 4. Support mutually accountable community-based management which ensures equity, diversity and gender balance 5. Develop TBBC organizational structure and resources to anticipate and respond to changes, challenges and opportunities Programme Overview: TBBC supplies food monthly, building materials annually, and non food items periodically, to approx 145,000 people in 9 refugee camps in Thailand and to approx 20,000 IDPs in six camps TBBC's food basket is designed to meet international nutritional standards. The basket is made up of rice, split mung beans, soybean oil, iodized salt, fish paste, chilies, fortified blended flour and sugar. Supplementary nutrition is provided in partnership with health agencies to malnourished children, pregnant and lactating women, tuberculosis HIV and chronically ill patients, infants unable to breastfeed and patients in hospitals. Nursery school lunches are also supported through community based partners with appropriate program guidelines and the provision of 5 baht per child/day in addition to fortified blended flour and charcoal. With recent fluctuations in international currency exchanges and rising food commodities costs, TBBC has had to make short-term cuts for the second half of 2010 to the food basket. The funding situation in 2011 is forcing us to look at long-term food basket adjustments while striving to maintain best practices in international nutrition standards. ESSENTIAL JOB DUTIES/SCOPE OF WORK: The Nutrition Technical Specialist will lead all aspects of TBBC's nutritional programme and contribute technical expertise towards acquiring new resources in order to achieve strategic objectives. Providing oversight and leadership to a team of national and international staff will also be a key priority. This person will also provide nutrition related technical advice, leadership and strategic guidance at the border-wide coordination level through the Committee for Coordination of Services to Displaced Persons in Thailand (CCSDPT), of which TBBC is a member . Core duties will include: 1. In collaboration with TBBC Nutrition Manager(s) design and revise TBBC nutrition projects and programs as necessary. 2. Provide expert advice and guidance to TBBC's food assistance programme for refugees and IDPs as it considers best nutritional standards in its food basket composition and approach. 3. Provide expert nutrition guidance and leadership at the CCSDPT level - within the Health Subcommittee and Nutrition Task Force to ensure clear strategic direction, nutrition integration in appropriate areas and border-wide coordination for nutrition planning. 4. Provide leadership and technical oversight for the effective and efficient implementation of the supplementary nutritional feeding programmes in cooperation with various health agencies and local community-based organizations working inthe 9 refugee camps along the border. 5. Ensure that capacity-building needs of implementing partners are met. 6. Provide on the job training and development in nutritional programme management and project implementation for field staff as needed. 7. Ensure that nutrition protocols and guidelines are respected and adhered to in all the border field sites. 8. Work closely with TBBC's supply chain department and procurement team to assess the procurement needs of the nutrition program and ensure that food supplies and nutritional materials are timely and adequately requisitioned and accountably utilized. 9. Support the preparation of nutrition budget needs and monitor programme expenditures. 10. Ensure proper communication, coordination and harmonization of tools with the different stakeholders involved in food/nutrition activities in the 5 field sites border-wide. 11. Ensure regular reporting systems are in place including the verification and compilation of Nutrition reports which are done monthly, biannually and annually. 12. Develop, update and monitor M & E data management systems related to nutrition indicators and implementation that meet reasonable data standards (validity, integrity, precision, reliability, timeliness.). 13. Maintain professional networks, such as WFP, CDC, and other relevant international agencies to share information, remain current in the field, and be able to use recent practices that are innovative and successful. 14. Under TBBC's integrated site management led by respective Field Coordinators, provide technical nutritional support and strategic direction to a border-wide team of 1 to 2 TBBC Nutrition Technical Managers and 5 to 6 TBBC local nutrition field officer staff and camp staff as appropriate. 15. Provide technical oversight and direct supervision to 1 to 2 Nutrition Technical Manager(s) in the field. 16. Participate in related research projects with academic and professional partners that further the technical knowledge of humanitarian relief and development. 17. Host donor visits and manage donor relations in regards to all nutritional projects and issues raised. 18. Represent TBBC, especially in areas of nutrition to donors, multilaterals, other INGOs, CSSDPT, and government, as required. QUALIFICATIONS: . Bachelors degree in Nutrition with a Masters degree in International Nutrition or Public Health Nutrition or related field. . 8+ years international experience working in a nutritional capacity in diverse humanitarian or emergency settings with an international Non Governmental Organization. Previous experience working in a nutritional capacity in refugee/IDP settings. . Experience working in the area of Infant and Young Child Feeding (IYCF). . Field coordination and management experience of emergency food assistance programs (prolonged refugee context experience would be an asset). . Awareness of community-based approaches to improving nutrition and food security. . Supportive personnel management style and ability to manage teams. . Excellent report writing and computer skills (Microsoft Office and Outlook) . Proficiency in Nutrition and statistical packages (ENA-SMART, SPSS). . Ability to plan, coordinate and lead sound Nutrition surveys with health agency partners and able to work in a multicultural setting. . Excellent decision making skills. . Fluent in English and Thai an asset. Contract Conditions: . Contract Duration: 2 year fixed term contract (renewable) . Salary & Benefits: As per TBBC Policy .
