The Operations Department seeks:
A NUTRITION AND HEALTH TECHNICAL ADVISOR (M / F)
Yemen, Iraq, Jordan and Djibouti
Based in Paris 17ème
Mission: Under the line management responsibility of the Deputy Regional Director of the Pool Operations and under the functional responsibility of the sector technical advisor, the Nutrition and Health Technical Advisor will be in charge of supporting the field and office teams to ensure the quality, relevance and technical innovation of ACF interventions. Specifically, he/she will be responsible for:
Providing contextual technical analysis
• On request, produce a summary report and advice on technical issues across the geographic area (eg key humanitarian indicators and trends, unmet needs, programming constraints, etc.).
Providing technical and operational support to missions
• On request of missions, provide technical expertise and advice to managers of field Technical Departments
• Provide strategies to managers of field Technical Departments and the right tools and methods, and advise in their establishment
• Develop a partnership approach (local NGOs, private and academic sectors)
Promote and assess the technical quality of interventions
• Contribute to the definition and updating of intervention strategies developed by missions
• Disseminate internal technical standards and reference materials to heads of field Technical Departments and support the implementation
• Evaluate compliance with ACF technical standards (through field visits and internal audits), producing detailed and specific recommendations to improve programme performance
• Follow the performance and quality of programmes through the analysis of monitoring indicators
Develop technical expertise of teams
• Capitalize on the good practices developed by missions and share with field technical departments
• Propose to the missions existing techniques / approaches and new methods of intervention
Participate in the management of human resources
• Carry out technical recruitment interviews and correct tests for expatriates
• Actively participate in assigned meetings and provide substantiated technical advice
• Brief and debrief expatriates
• Support the role of the functional advisor of Technical Departments and evaluate their skills and needs
• Manage the Nutrition and Health Flying expert (Asia) in the coordination of activities
Promote technical advances and contribute to the development of ACF expertise in the field
• Develop his/her own expertise by participating in meetings and technical training, national and international, and researching proactively
• Participate in the development of new methods of intervention and contribute to research projects developed on missions
• Participate in activities of representation and internal and external training
Desired Profile: university education (Bac + 5) in the area of nutrition and / or health, you have humanitarian field experience of at least 5 years, including 2 years in coordination functions. Competence in project cycle management, and in particular, processes of partnership strengthening and capacity building and sustainability of nutrition and health projects are imperative. Knowledge of the countries in the Pool is a plus. Autonomous in managing your priorities, you are known for your interpersonal skills, influence and management skills and your interest in teamwork, guaranteeing an integrated approach.
Fluent English is essential.
Status: Contract (Autonomous Framework) - Permanent - Full Time
Salary conditions: €35 to 41K gross for 13 months depending on experience, 19 days off, 20 days teleworking per year (as part of the ACF telework policy, according to managerial agreement), restaurant vouchers of 8 € (managed at 60% by ACF), complementary healthcare (80% by ACF), public transport reimbursed at 50%.

Special skills and conditions: prolonged sitting Station, Speaking, screen work, frequent travel to support the countries of the Pool Desk.
