Job Title: ERT - Emergency Nutrition Manager Reports to: Head of the Emergency Unit Relevant Emergency or Country Director when on deployment Liaising with: The Emergency Unit (especially including other members of the Emergency Response Team - the ERT), the Overseas Directorate and the SAL Directorate Contract Details: Two year fixed term contract Salary Details: Pay Band 5: ?41,281 - ?50,418 Job Background and Purpose: The Emergency Nutrition Manager will form part of the Emergency Response Team (ERT). The ERT has been established to ensure that experienced staff are available to deploy to a new emergency at 24 hours' notice and to rapidly identify and establish programme interventions - either directly or through partners. In periods between deployments, ERT staff may be asked to complete evaluations, contribute to training workshops, and to give support to function-related work being undertaken within the organisation. The ERT staff must be flexible, prepared to work in a wide range of countries, and be able to adapt their skills to different operations including conducting assessments, setting up of projects, and training replacement staff. Emergency response is the primary function of the ERT and pre-existing workloads should not delay deployments. Once deployed, ERT staff report to the Country Director in an existing field, or the appointed Regional Director for emergencies in any new countries for which a Country Director has yet to be appointed. Staff on the ERT should be deployed for a maximum period of six months at a time. The Emergency Nutrition Manager will be responsible for nutrition and food security needs assessments, and the development and management of nutrition and food security interventions in line with Concern country programme strategy (if in an existing country) and organisation policy framework. Some aspects of this work may take place at the country and global level. Main duties & Responsibilities: The Emergency Nutrition Manager may, among other, things: At country level (during deployments): . Undertake/participate in nutrition, food security and needs assessments of general populations and vulnerable groups in line with international standards/best practice . Prepare nutrition and food security project proposals and budgets for submission to donors . Monitor project implementation and budget expenditure . Prepare progress and final reports for submission to donors and host governments . Document project implementation, learning and recommendations during and at the end of deployment . Lead in the design, implementation and monitoring of nutrition and food security interventions in response to the priorities identified through needs assessments and surveillance . Review and evaluate ongoing Concern nutrition and food security interventions . Provide technical support to nutrition project staff and other members of the ERT (and to the staff of partner organisations if appropriate) . Recruit and manage nutrition project staff as required . Train and mentor Concern and partner staff in nutrition technical areas and programme implementation . Liaise with government and other agencies/organisations working in nutrition and food security and represent Concern at co-ordinating forums dealing with nutrition and food security related issues At global/ organisational level: . Monitor the nutrition and food security situations in key country contexts and flag potential emergencies . Participate in/lead reviews of Concern's emergency nutrition and food security response (e.g. through meta-evaluations and cross-country synthesis) . Keep abreast of best practice in the field of food and nutrition interventions in emergency and post-emergency/transition contexts . Provide remote technical support to country programmes facing nutrition and food security emergencies as well as other members of the ERT and Concern staff . Represent Concern in emergency and emergency-oriented nutrition working groups and coordination bodies and contribute to interagency guidelines and other tools/outputs as requested . Contribute to the development of Concern's advocacy strategy/priorities for emergencies and represent Concern at various emergency fora . Liaise with Concern's Strategy, Advocacy and Learning (SAL) directorate and, in particular, its Health Support Unit (HSU) to support the development of nutrition and food security policy, guidelines, promotion of best practice and synthesis of field based learning to influence organisational policies, strategies and future practice. Person specification: Education . Public Health Nutritionist: Masters Level Qualification is preferable. Essential experience . Strong analytical skills and commitment to inter-agency co-ordination and collaboration in programme development and implementation in emergency situations is essential . Minimum of three years' experience in the management of nutrition and food security interventions in developing countries/emergency situations, preferably with an NGO . Experience in nutrition assessment/ survey methodologies (particularly SMART) . Experience in project design, development and monitoring and evaluation . Familiarity with emergency nutrition and food security interventions, including Community-based Management of Acute Malnutrition (CMAM) . Familiarity with the Sphere standards and other emergency nutrition guidelines . Familiarity and agreement with Concern's Programme Participant Protection Policy . Experience in training/ mentoring staff . Excellent verbal and written English Desirable experience . Experience in using participatory approaches in project design and implementation . Knowledge of challenges of working with and through local partners in emergency situations . Familiarity with Concern systems Special skills . Flexibility and the ability to direct a multi-cultural team . Commitment to working with a value-based organisation . French language skills a plus .
