We are looking for:
A NUTRITION SURVEILLANCE COORDINATOR

Context: Afghanistan – Kabul

Length of contract: 6 months (possible extension to 12 months) starting as soon as possible

The position: Under the supervision of the Deputy Country Director and in 3 person team (2 Nutrition Surveillance Project Managers), you will develop the department strategy, coordinate/technically support the implementation of quality nutrition surveillance programs, and represent ACF in relevant coordination bodies and forums.

To develop and implement ACF Nutrition Surveillance Strategy and positioning in Afghanistan in coordination with the Nutrition Department
• With the support of HQ Advisor, and based on past achievements/challenges, develop a comprehensive national nutrition surveillance strategy for Afghanistan for 2016-2018
• Based on the national strategy, design projects and budgets for nutrition surveillance and engage discussions with potential donors/support mission fund-raising efforts
• Coordinate with the Health and Nutrition and AME Departments on the mission to develop potential synergies/integrated programs
• Consolidate and analyze data from the different surveys/assessments and produce learning and other relevant documents to share with stakeholders
• Produce capitalization report including lessons learnt and recommendations for future capacity development in country based in project experience
• Actively contribute to the development of ACF Nutrition Technical advocacy in the field of national nutrition surveillance, including drafting/review of positioning papers


To provide technical support to the Nutrition Surveillance team, and monitor projects to ensure adherence to ACF Quality Standards
• Assess the capacity of the nutrition surveillance team and develop a comprehensive capacity building plan to improve in-house expertise
• Conducting regular monitoring visits to the field (during surveys) and provide hands-on support to the surveillance team according to gaps identified
• Provide technical support to the team for developing survey methodology, data analysis, quality checks and report writing (including review/correction of reports)
• Ensure, in collaboration with the team, timely dissemination of results towards relevant stakeholders, at provincial or national level
• Review monthly Activity Progress Report and provide practical recommendations for improving quality of reporting as well as of programming


To lead the Assessment and Information Management Working Group and liaise with government partners and NGOs to strengthen Nutrition Surveillance in Afghanistan
• Support PND in leading the Assessment and Information Management Working group, including organization of meetings, agenda setting, action planning, minutes writing, etc…
• Lead the development of a national capacity building strategy for improving in-country expertise on nutrition surveillance, in close collaboration with the Cluster, PND, and other stakeholders
• Lead the development, through the AIMWG of national guidelines/quality assurance mechanisms for conducting and validating nutrition surveys and coverage assessments
• Ensure regular coordination with/provide technical support to the National Nutrition Surveillance System project led by UNICEF and WHO and attend Technical Advisory Group (TAG) and Project Advisory Group meeting (led by DFATD)
• Hold regular meetings with nutrition stakeholders, including UNICEF, PND, Cluster Coordinator, DFATD, EU, to advise/advocate on how to improve national nutrition surveillance
• Work with/provide technical support to the advocacy department for making policy changes necessary to strengthen nutrition surveillance in Afghanistan

The Applicant:
You hold a post-graduate degree in nutrition, and have an extensive experience in nutrition surveillance program on the field with an international NGO.
You show strong analytical skills along with comprehensive knowledge of RNA, SQUEAC and SMART survey methodologies. Strong advocacy and representation skills are necessary.
You have knowledge in project management and project cycle and are recognized for your communication skills.
Fluent English is required.

Status: Employee
Gross monthly salary ranging from €1805 to €2305 depending on relevant experience
SPECIFIC ALLOWANCE OF 12% GROSS SALARY
Food and hygiene expenses, per diem, transportation costs, collective or individual accommodation, medical insurance
25 days of annual paid leaves and 20 days of rest and recuperation (R&R) per year
