DFID is urgently seeking a Humanitarian Adviser (Public Health) to work with DFID Pakistan. The selected candidate will need to deploy within the next 2 weeks and remain in post until 31st March 2011. TERMS OF REFERENCE HUMANITARIAN ADVISER (Public Health), PAKISTAN FLOODS RESPONSE 2010 - ISLAMABAD Background A DFID Pakistan (DFID-P) Humanitarian Flood Response Team is leading DFID's response to the floods emergency. Detail DFID Pakistan wishes to maintain a team in place for up to twelve months to discharge its obligations in programming relief and recovery funds and monitoring the performance and outputs of its partners. It is also committed to monitoring the general status of beneficiaries and the overall response of the multilateral community in identifying and meeting unmet needs and building appropriate resilience to future shocks via recovery and DRR interventions This role will remain in place until 31st March 2011 and the primary focus will be on reduction of secondary public health risks following the devastating floods in August. This will include advising on a number of inter-related areas including: . Hygiene Promotion . Sanitation . Clean water provision . Vector control . Health and well-being The key roles and responsibilities of the Humanitarian Adviser (Public Health) include, but are not limited to, the following: . Provide technical advice to the Senior Humanitarian Adviser and DFID Pakistan regarding emerging needs and gaps in the overall response and recommend appropriate strategies to address them. . Liaise with and maintain an overview of the operations of UN and government agencies, the Red Cross Movement and other partners across the relevant clusters (WASH, Nutrition) and assess institutional strengths or weaknesses that impact on the international intervention, identifying where DFID might offer resources to rectify issues as appropriate. . Liaise closely with health cluster to monitor public health risks and identify appropriate mitigation strategies. . Assist with forward programming including the review and analysis of proposal and the preparation of submissions, with advice from other humanitarian advisers and specialists working on the Pakistan flood response. . Monitor the implementation of DFID funded emergency programmes. . Provide advice, where appropriate, on the implementation of DFID funded programmes. . Ensure that the cross cutting issues of gender and safety, security and well-being are taken into account in DFID programming. . Assist DFID Pakistan in donor coordination and identification of issues concerning the performance of multilateral and NGO partners. . Monitor and contribute to, where possible, education coordination outputs. Monitor developing UN and Government of Pakistan strategies relating to relief, recovery and reconstruction activities. . Report as required. . Assist in developing TORs for any monitoring and evaluation missions. . Take part in high level visits as required. . Comply with DFID P operating procedures including safety, security and dealing with the media. The Humanitarian Adviser (Public Health) will also: . Comply with all host nation rules and regulations. . Efficiently manage and maintain all equipment issued. . Remain flexible and prepared to carry out additional duties as required. Reporting The Humanitarian Adviser (Public Health) will report to the Senior Humanitarian Adviser based in Islamabad. The Humanitarian Adviser (Public Health) will be ultimately responsible to the Head of DFID Pakistan. Outputs . Any reports and information products as directed. Management Arrangements . The Humanitarian Adviser (Public Health) will be provided through the CHASE Humanitarian Services Contract. Administrative support will be provided as appropriate in Islamabad by DFID Pakistan, and from London by CHASE.. Security . The Humanitarian Adviser (Public Health) will comply with all security measures put in place by DFID Pakistan.
