Here is an article looking at assessing coverage of a fortified staple foods (wheat flour, edible oils, salt) program in NW India. The article reports on a wide-area coverage survey using GAIN's recently developed FACT (Fortification And Coverage Toolkit).

The article covers much of the FACT method including the use of spatial sampling, the use of risk indicators (multi dimensional poverty, sub-optimal IYCF, low dietary diversity, &c.), indicators of coverage following the Tanahashi bottleneck model, and the use of an adult male equivalents (AME) model to assess consumption.
