Zambia Tender Opportunity: Senior Nutrition Expert (Key Expert).

VAKAKIS & ASSOCIATES S.A. is an agri-consultancy company with over 30 years of experience, specialising in the provision of technical assistance and consulting services in the fields of: rural development (including rural infrastructure), agricultural production, agro-processing, restructuring and privatisation, SME development, water resources management and irrigation, agricultural credit and extension, regional planning and infrastructure development, rural health and social issues, environmental impact assessment of development projects and natural resources management conservation.

VAKAKIS & ASSOCIATES S.A. will participate in bidding for the tender in consortium with European Profiles (GR), SHER(BE) an JVL(BE).

Position title: Key Expert 3 - Senior Nutrition Expert.

Brief programme description:

The overall objective of “Performance enhancement programme for the Ministry of Agriculture and the Ministry of Fisheries and Livestock for better service delivery to farmers” (PEP II) is to support the Government of Zambia's policy objective to reduce rural poverty and enhance food and nutrition security.
For this purpose, the TA programme will focus on three goal components:
1. Improved use of evidence for policy making, planning and budgeting in MAL underpinning service delivery to rural households.
2. Enhanced capacity of MAL staff to coordinate and provide extension services that contribute to increased productivity and improved food/nutrition security in small scale farming households.
3. Increased dietary diversity of women and children in poor rural households through more effective nutrition-sensitive farmer extension and services facilitated by MAL.

The programme's duration is 54 months, starting (provisionally) in November 2016. The Senior Nutrition Expert is expected to provide 500 working days input.

Requirements:

The proposed Senior Nutrition Expert will specifically be in charge of the implementation of the third goal component of the programme.
He/she should have the following profile:

Qualifications and skills
- Masters' degree in food science, public health, nutrition, agriculture, or relevant social sciences with expertise in nutrition issues.
- Good interpersonal skills and demonstrated ability to work in multicultural environments.
- Fluency in both written and spoken English.

General professional experience
- At least 10 years proven experience working with designing, implementing and/or evaluating nutrition related donor-funded programmes/projects in developing countries. Experience in Africa and preferably in Southern African countries will be seen as an advantage.
- Proven experience with working with bilateral and/or multilateral development partners.

Specific professional experience
- 5 years proven experience with assessing and strengthening institutional, organisational and technical capacity in food and nutrition management in the public sector;
- 5 year proven experience with designing and/or implementing nutrition sensitive programmes in the agricultural sector.
- Proven experience in designing and implementing community based nutrition programmes.
- Proven experience in facilitating the implementation of communication and advocacy strategies for effective nutrition communication.
- Experience with EDF rules and procedures will be seen as an advantage.

In addition to the above-mentioned individual qualifications, skills and professional experience, the Expert Team must be able to demonstrate the following experience:
- Proven experience with human resources management preferably having been involved in the design and conduct of professional training in the civil service.
- Proven professional experience with developing policies, strategies, approaches, and tools for effective HIV & AIDS and gender mainstreaming in donor-funded programs and projects in particular in the agricultural sector.

Expert must be independent and free from conflicts of interest in the responsibilities they take on.
