15-972: Emergency Nutrition Coordinator BACKGROUND International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position of Emergency Nutrition Coordinator in Yemen. Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance. Program Background: International Medical Corps has been present in Yemen for three years. To date, the programmatic focus has been on nutrition with comprehensive community-based management of acute malnutrition programming in three key locations across the country, integrated with key health, WASH, and food security activities. Since the escalation of conflict across Yemen in March 2015, International Medical Corps? focus has increasingly shifted towards emergency programming through support for both primary and secondary health care, complemented by integrated nutrition, WASH, and food security programming. As such, International Medical Corps is building on extensive experience of implementing Community-based Management of Acute Malnutrition in complex emergencies. This includes: equipping health facilities at all levels to provide treatment for malnourished children under 5 and pregnant and lactating women; equipping hospitals to provide essential life-saving care for severely malnourished children with complications; provision of training, essential drugs and/or food commodities to run outpatient therapeutic feeding programs; and provision of supplementary food commodities to primary health facilities for all infants and young children 6-24 months to ensure they receive sufficient nutrients throughout the complementary feeding stage. At the community level, International Medical Corps also ensures early detection of malnourished children by supporting Community Health Volunteers to increase awareness about the availability of the free nutrition services in local health facilities. The IMC Yemen country program is a dynamic and expanding organization with a strong team and the need for experienced technical staff with experience in humanitarian response that are motivated and willing to work in a challenging environment, with an opportunity to deliver effective emergency assistance to conflict-affected populations in Yemen. JOB SUMMARY The Emergency Nutrition Coordinator's prime responsibility is to support program managers and provide technical oversight for nutrition interventions in Yemen from the regional office in Jordan. He/she will provide programmatic guidance, remote trainings via WebEx, support with monitoring and evaluation tools (CMAM and food commodity tracking) as well as undertaking report and proposal writing. The Emergency Nutrition Coordinator will support national staff in-country with networking by ensuring they attend and contribute to all nutrition cluster meetings and liaise appropriately with stakeholders at all levels including the MoPHP. Should the security situation improve, this position will also lead all Nutrition assessments by training and supporting the team remotely. This position will ensure high standards of nutrition programming by sharing best practices and using extensive monitoring tools to ensure quality. Due to security, this position is currently located in Amman, Jordan, working out of IMC?s regional office there with other expatriate staff to support the team in Yemen. Access to Yemen is difficult as a result of insecurity and visa constraints. If at a later date both the security improves and visas are attainable, this will be reviewed and travel or relocation to Sana?a may be required. ESSENTIAL DUTIES AND RESPONSIBILITIES Technical Monitoring and Program Quality ? Provide technical supervision of and technical support to Program Managers with emergency nutrition programming activities and to field staff in Yemen to ensure activities are completed on time and on budget. Given the current security conditions in Yemen, this support is anticipated to be provided remotely from Amman. ? If access to Yemen becomes possible and security and visa restrictions improve, the Coordinator will conduct field visits ensuring that nutrition programs utilize standardized protocols, policies and guidelines, as prescribed by the Ministry of Health and WHO/UNICEF ? Provide technical support to M&E Manager with data collection tools and data interpretation ? Review and editing of internal Program Manager reports as well as donor reports to ensure quality submissions ? Oversight and analysis of nutrition program data in line with IMC and donor requirements ? Ensure all stakeholders, including HQ and donors are provided with updates on the nutrition situation and activity status, following the established reporting structures. Management ? Should the security situation improve this position will provide remote supervision and leadership of Nutrition surveys: SMART, SQUEAC, KAP and causal analysis (technical support to be provided in Yemen, if security permits, but the ideal applicant will also be able to remotely build capacity of national staff to conduct such surveys, if security does not permit access to Yemen) ? Management of a national survey staff member ? Supervision of food commodity supply chain management and distribution Strategic Planning ? Leads the development of a Nutrition Program Strategy ? Continuous monitoring of needs and advice on adjustment of programmatic priorities as necessary through analyzing data and the situation in areas of operation Program Development ? Identify opportunities for program development and expansion of IMC?s nutrition programming in Yemen, including through additional funding opportunities ? Lead the writing of nutrition proposal material and budgets Staff development ? Delivery (including remote delivery via Skype, WebEx, etc. if needed due to security) of nutrition trainings to program teams in Yemen on a regular basis (CMAM, IYCF, monitoring, surveys and sector best practices) Coordination and Representation ? It is not currently possible to attend Nutrition Cluster meetings however the position will need to support national staff in Yemen to go on a weekly basis and share program updates. ? Share information and take a leading role in ensuring that nutrition cluster reports are of high quality and submitted on a timely basis ? Represent IMC to UN, international and national NGOs (in Amman primarily and/or via Skype to Sana?a) for nutrition coordination as needed ? Communication with the MoPHP Director of Nutrition via Skype or phone call ? If needed, support local nutrition and other program staff to build their capacity for effective engagement with donors, Clusters, relevant Ministries, etc. to represent IMC in coordination forums and meetings ?Other duties as assigned.
