5 weeks consultancy to update a survey database and conduct initial analysis Location (Nairobi, home based) Established in 1915 with Helen Keller as a founding trustee, Helen Keller International (HKI) works to save the sight and lives of the most vulnerable and disadvantaged. Headquartered in New York City, HKI currently offers programs in 21 countries in Africa and Asia, as well as in the United States. The organization combats the causes and consequences of blindness and malnutrition by establishing programs based on evidence and research. Program Overview The Vitamin A supplementation (VAS) program is implemented by HKI in 13 countries in Africa (Burkina Faso, Cameroun, Cote d’Ivoire, DRC, Guinea, Kenya, Mali, Niger, Nigeria, Mozambique, Senegal, Sierra Leone and Tanzania) with the dual objective of ensuring that 90% of children aged 6 to 59 months are supplemented with vitamin A every six months and ensuring that vitamin A supplementation is owned by national governments and integrated in health systems. Scope of work VAS is commonly delivered through national campaigns that take place twice a year and are organized either through a door to door approach (surveyors vsist every household in the country to deliver the services) or through existing health facilities (caregivers bring their children to receive the services). To monitor the coverage achieved through these campaigns, HKI has been conducting Post event coverage surveys (PECs) in all countries on a regular basis. The campaigns measure the proportion of children targeted that really received the vitamin A and the deworming tablets. In addition, through a series of questions to various types of informants, PECS identify the main bottlenecks of high coverage and provides representative information on the quality of the planning and implementation of the campaigns. PECS datasets have therefore shown instrumental in supporting the identification of barriers to coverage and in informing improved practices for the following rounds of campaigns. HKI is looking for a consultant to support updating the HKI regional PECS database with datasets from surveys conducted in 2015 and to analyze the data with a regional perspective to extract guidance on how best to conduct campaigns for VAS. It is expected that the analysis of a large number of PECS datasets together will show statistically significant associations between determinants and outcomes that will inform improved planning, implementation and monitoring of VAS campaigns. The consultant will work in close collaboration with the HKI regional specifically the VAS regional program manager and VAS M&E officer to perform the tasks outlined below. • Update the regional database containing all PECS datasets with recent surveys • Perform primary data analysis on the database to extract frequencies and distributions of various variables surveyed • Develop brief guidance on management of the database and data analysis • Identify research priorities emanating from the data Deliverables 1. An updated data base hosting all the countries’ data on PECs and Campaigns 2. Brief internal operation manual on how to navigate the database 3. An analysis of all the data in relation to coverage and program strategy and identification of thematic hypothesis emanating from this analysis It is expected that this initial consultancy work, if successful, will be followed by a second one to perform advance analysis on the database during an additional period of 3 months. Qualifications • Holder of Masters in public health (Mph) or other relevant field • Demonstrated experience in advanced statistical analysis and research • At least five years’ experience of humanitarian programs • Ability to analyze data and produce reports • Extensive skills in statistical analysis including but not limited to understanding STATA, SPSS • Systematic and efficient approach to work assignments with good judgment and analytical ability; • Ability to manipulate large data sets, and excellent attention to detail; • Excellent communication and analytical skills Consultancy period The consultancy will be for a period of 5 weeks as follows: Week 1-2 Collate data from all sources. Familiarize with existing database, revise where necessary and update with all missing data. Deliverable consists in an updated database encompassing all PECs and coverage data up to July 2015 and pivot tables for the relevant data Week 3 Provide simple narrative guidance on management of dataset and frequencies and distributions analysis. Deliverable is a brief internal operations manual Week 4 - 5 Identify key associations to be explored further between various data and propose additional analysis to be conducted .
