Save the Children is looking for an IYCF-E expert to provide technical expertise on IYCF-E to build capacity within the nutrition cluster and to design a comprehensive response strategy on IYCF-E, with specific emphasis on appropriate and code-compliant Breast Milk Substitute (BMS) support.
LOCATION: Antakya, Turkey
KEY AREAS OF ACCOUNTABILITY:
• Design an IYCF-E comprehensive response strategy based on the Infant and Young Child Feeding in Emergencies Operational Guidance, including a component on how infant formula can be distributed in a controlled and safe manner to infants who are exclusively infant formula fed; with continued advocacy built into a longer term strategy that reaches national, regional and local stakeholders.
• Assess the IYCF-E situation in the emergency-affected areas by way of secondary data analysis and key informants;
• Work with the IFE Core Group, GNC, and key nutrition cluster members for input in order to establish a mechanism(s) that ensures appropriate support for targeted infants who cannot be breastfed in the various locations inside Syria (this should follow international guidance and be feasible, pragmatic and context driven);
• Play a lead role in ensuring that all humanitarian actors understand best practice and subscribe to the Operational Guidance on IYCF-E, Sphere Standards 2011, and the International Code of Marketing of Breastmilk Substitutes;
• Provide technical support and guidance on IYCF-E to cluster members to promote consistent good practice;
• Identify standardised training packages for cluster members. E.g. 3-5 day technical training package in Arabic, 1 day orientation session, etc;
• Working together with the Nutrition Cluster Information Management Officer to advise on standard cluster monitoring and reporting tools and indicators for IYCF-E;
• Working together with the IMO and the IYCF-E TWG, give technical input to the design of a tracking system to document any violations of targeted BMS distributions based on the Operational Guidance, the International Code of Marketing of Breastmilk Substitutes, and subsequent relevant resolutions;
• Organize and take the lead in the IYCF-E Technical Working Group, mobilizing all partners involved in IYCF-E, or other related, activities and handover duties to the designated lead by end of contract
QUALIFICATIONS AND EXPERIENCE
Essential
• At least 5-7 years of experience working in the field of nutrition, humanitarian/emergency and infant feeding;
• Extensive knowledge and understanding of IYCF-E, Operational Guidance on IYCF-E and The Code;
• Experience in developing and implementing IYCF-E programs;
• Master’s degree in Nutrition or Public Health;
• Willingness and capacity to be flexible and accommodating when faced with difficult and frustrating working conditions;
• Assessment skills in IYCF practices;
• Experience working within the humanitarian environment in crises and managing complexity;
• Established excellence in written communication, including the preparation of documents to meet strict deadlines;
• Strong personal communication skills and ability to facilitate liaison between different sectors;
• Good training skills, with a proven ability to build capacity of others;
• Fluency in written and spoken English;
Desirable
• Ability to communicate effectively in Arabic.
