We are currently recruiting for a CMAM advisor to be based in India, Contract type and length: Consultancy from August 2015 – March 2016, with potential for expansion. Start date As soon as possible Location 80% in Bihar (Purnea based but visits to Patna) and 20% in Odisha (Bhubaneswar, Kandhamal and Balangir) as needed to ensure that project implementations are timely, effective and of the highest quality, impact and accountability. Job Purpose: To support and strengthen the implementation of Community Management of Acute Malnutrition (CMAM) programmes and research studies implemented by Valid in India. To support the development and implementation of an expansion strategy for Valid’s CMAM programme and advocacy activities in India. Responsibilities: Overall Responsibilities: •Provide technical support to Valid’s CMAM programme activities in Bihar (and Odisha) to ensure that the CMAM programmes take place according to the project plans and is implemented with high quality. •Rapidly alert the CMAM technical coordinator and India Director of Programme Implementation to any deviations from the project plan whilst keeping all stakeholders informed and on board identify and remedy. •In collaboration with the CMAM technical coordinator and India Director of Programme Implementation help represent Valid at the state level, and occasional national level, meetings related to the project. This will include government, donor & stakeholder meetings; health and nutrition working groups and other stakeholder forums. •Participate in and understand the wider debates and plans for treatment of acute malnutrition in India. •Input into implement strategy for expansion of Valid’s CMAM programme activities in India. Bihar: •Provide technical assistance in the planning, roll-out, monitoring and evaluation of the CMAM programme and CMAM study in Purnia District of the Bihar State. •Work closely with and build the technical capacity of other Valid personnel based at district level (including the CMAM programme Coordinator, Monitoring and Evaluations Specialist, Senior Stakeholder Engagement Officer, Food Technologist, and District Coordinator) to implement effective CMAM programme and CMAM study (adhere to study protocols, secure the collection of high quality research data, and data analysis for each study), including identify need for and facilitate training sessions. •Assist district government in effective implementation of CMAM programme by providing programming and technical support for the set up, training, monitoring and evaluation of the CMAM project and for the community mobilisation. •Liaise with State and District stakeholders on technical issues, particularly the DWCD and Health Department, including participation in technical committee meetings. •Help represent Valid at district level meetings on CMAM in particular and nutrition etc. •Work with Valid’s International staff to implement 1) Comparative Survey of the state’s 37 Nutrition Rehabilitation Centres (NRCs); 2) a body composition study; 3) Health System Performance and Cost Evaluation; and 4) Impact assessment at the end of the programme. •Support the other Valid technical staff in write up of study findings in a variety of forms (publications, briefing notes etc) to meet the needs of different audiences. •Support the dissemination of research findings both in India and internationally. Odisha: •Support technical personnel to implement an effective CMAM programme and CMAM study (adhere to study protocols, secure the collection of high quality research data, and data analysis for each study), including identify need for and facilitate training sessions. •Support the technical staff in write up of study findings in a variety of forms (publications, briefing notes etc) to meet the needs of different audiences. •Support the dissemination of research findings both in India and internationally. Person Specification: Essential: •Masters level qualification in either public health or nutrition; •At least 3 years of experience in public health and/or nutrition programming •At least 2 years of experience in design and implementation of CMAM •Clinical and or public health experience •Experience working with multiple stakeholders •Experience working in development setting •Demonstrated good monitoring and evaluation skills •Demonstrated good analytical skills •Experience in team building and supervision of staff •Excellent English writing skills •Proficient spoken English •Computer Skills : conversant with Microsoft Word and Excel; •Prepared to work and live in challenging surroundings Desirable: •Clinical / medical background •Experience in working in multicultural teams •Experience working in India context •Knowledge of Hindi or other local Indian languages •Experience with line management of staff with different skill sets •Excellent people skills •Patience and good tolerance for frustration A valid driving license is advantageous but not essential for this position.
