A NGO-charity organization appoint a private company, without any tender, to carry out a vaccination campaign, receiving the vaccine for free. The same company is allowed to sell the vaccine received for free and sell it on a commercial basis.
Can the NGO do this? If no, is there a clear cut rule/regulation that does not allow the NGO to behave in this way?
Can you clarify whether the private company charge only running cost such as recovering cost for injections, cleaning or manpower. What was the agreement between the charity and the private company? If the charity gave budget for running cost, the private campany should not charge. If not, it is difficult to expect free service by private campany.

9 years agoThe contract and the project impact was not made public. The NGO gave the vaccine for free and left the private company charging the customers on a commercial basis. The pastoralists paid for the vaccine even double than the current market price. The NGO said the project results were commercial sensitive.
