PROGRAM BACKGROUND International Medical Corps runs an integrated humanitarian response including health, nutrition, mental health, psychosocial, physical rehabilitation, WASH, NFI, and protection programming for conflict affected individuals. JOB SUMMARY The primary functions of the Health and Hygiene Promotion Manager includes implementation and oversight of health and hygiene promoter activities including recruitment, training, supervision and integration of Health and Hygiene Promoters (HHPs), development of quality checklists/supervision tools for the HHPs, contextual adaptation of training curricula, implementing facility based and community based health education and hygiene promotion sessions, development of appropriate IEC materials, supervision and capacity building of staff, conducting of assessments, ensuring quality of services with training, supportive supervision, on-the-job training and standard quality assurance tools; internal and external coordination, grants development, budget management and day-to-day administration of overall program activity across all IMC sites. Ultimately, the manager should support a network of HHPs to enable improved health outcomes within target communities and add value to ongoing lifesaving activities. The HHP Manager contributes to Health and WASH activities to ensure a quality and sustainable program. ESSENTIAL RESPONSIBILITIES Program Implementation • Meet with staff, beneficiaries, community members and other stakeholders to provide briefing on proposed activities, implementation and monitoring plan and roles and responsibilities of each team member • Tailor training, IEC creation, activities and outreach to ensure highest possible effectiveness in promoting health and wellbeing amongst conflict-affected Syrian population through health and hygiene promotion • Meet with team regularly to update project monitoring plan and discuss challenges/solutions. • Hire, train and perform capacity building for national staff • Carry out capacity building of HHP Officers at each IMC field site • Recruit and train Health and Hygiene Promoters (HHPs) using internationally accepted curricula and pre/post tests • Ensure appropriate supervision at all levels of programming • Work with team on timely procurement and delivery of required commodities • Work with finance, logistics, HR/admin and security to ensure smooth implementation of project activities • Manage proposals, grants and budgets as required by program • Facilitate appropriate community involvement in the design and delivery of essential WASH services and facilities. Enable effective dialogue with the affected community that allows IMC to be accountable for the quality of the WASH and medical programs. • Coordinate across sectors for possible outbreak preparedness and response planning Program Monitoring • Ensure staff are capable of carrying out assessments, surveys, accountability, monitoring and evaluation tasks as required by the program • Ensure staff use evidence from monitoring efforts to make programmatic decisions improving quality and coverage • Schedule regular site visits for monitoring and supervision to ensure quality of services, accurate data collection and tracking of health and hygiene education sessions and feedback forms • Compile data and submit high quality structured reports with as per given schedule • Ensure effective, timely monitoring systems are in place • Suggest and support improved monitoring systems • Monitor and follow weekly medical and HHP reports for health and disease burden information in order to direct and revise program implementation • Ensure that HHPs are able to conduct the required surveys, as planned by WASH, medical and M & E programs • Ensure that activity data are collected and shared with affiliated departments on regularbasis • Coordinate with IMC and external entities on research and evaluative opportunities • Build the capacity of staff and encourage them to collect human interest stories and testimonies for the program • Implement best practice in health and hygiene practices Integration • Manage integration of CHW and Hygiene Promotion programs into one united community-based health and hygiene education program • Coordinate with other program departments to ensure integrated implementation of services • Encourage HHP integration into the health system • Ensure HHP staff coordinate with WASH to select the sites and designs of infrastructure and services. • Hold a monthly meeting with WASH, medical, protection and other relevant departments to ensure integration, learning and problem solving across sectors and IMC’s response. • Coordinate the design and distribution of hygiene kits and post distribution monitoring.
