Country: Afghanistan Department: Program Innovation and Performance Essential Job Duties/Scope of Work: BACKGROUND International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development projects. Established in in 1984 by volunteer doctors and nurses to address the critical need for medical care in war-torn Afghanistan during the Soviet occupation, International Medical Corps continues to implement programming in Afghanistan, focused on addressing humanitarian needs of the most vulnerable while also supporting training and capacity-building. International Medical Corps is recruiting an Operations and Finance Director, to be based in Kabul, Afghanistan, for a US Agency for International Development project. The Initiative for Hygiene, Sanitation, and Nutrition Project (USAID IHSAN) is a five-year, multi-sectoral intervention designed to improve the nutrition status of women of reproductive age and children, focusing on the first 1,000 days of a child’s life (conception to 24 months of age). JOB SUMMARY The Operations and Finance Director will provide financial and operational oversight for all aspects of the project in accordance with USAID regulations. S/he will be responsible for budget forecasting, expenditure tracking, and financial analysis, as well as grant and contract management. ESSENTIAL RESPONSIBILITIES • Support the Chief of Party in managing all financial and operational aspects of the project, including annual budget development, work plan and activity budgets, ensuring compliance with the Federal Acquisition Regulations, USAID Policies and USAID/Afghanistan mission orders and International Medical Corps policies. • Conduct regular program expenditure tracking, monitoring program performance and preparing monthly pipeline analyses. • Oversee grant and contract management and compliance aspects of the sub-grants program. • Establish standards and procedures to ensure the compliance program’s effectiveness and efficiency, maintaining compliance to organizational policies, procedures and internal controls. Qualifications: SKILLS & REQUIREMENTS • Advanced degree (post-graduate or higher) in education, public health, nutrition, or other relevant subject. • At least 8 years of work experience including: o 5 years of experience in in operations, finance, and program management on similar, international and donor-funded programs • Three years prior field experience including experience in Afghanistan or other similar setting. • Strong prior experience working on USAID programs and excellent knowledge of USG rules and regulations • Demonstrated diplomatic, management and interpersonal communication skills to ensure internal coherence among diverse team members and sub-contractors, as well as relations with relevant ministries, civil society, private sector and other stakeholders. • Fluency in English (written and spoken). Proficiency or knowledge of Pashto or Dari is a plus. • Based in Kabul, with frequent travel to field sites, security permitting.
