Essential Job Duties/Scope of Work: BACKGROUND International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development projects. Established in in 1984 by volunteer doctors and nurses to address the critical need for medical care in war-torn Afghanistan during the Soviet occupation, International Medical Corps continues to implement programming in Afghanistan, focused on addressing humanitarian needs of the most vulnerable while also supporting training and capacity-building. International Medical Corps is recruiting a Monitoring and Evaluation Director, to be based in Kabul, Afghanistan, for a US Agency for International Development project. The Initiative for Hygiene, Sanitation, and Nutrition Project (USAID IHSAN) is a five-year, multi-sectorial intervention designed to improve the nutrition status of women of reproductive age and children, focusing on the first 1,000 days of a child’s life (conception to 24 months of age). JOB SUMMARY The Monitoring and Evaluation Director will provide technical leadership to capture program intervention results, ensure high-quality, timely, valid and verifiable data collection and analysis, and develop and implement a learning agenda to inform policy makers and other stakeholders of the lessons learned. This individual shall be responsible for the knowledge management aspect of the project. S/he will work directly with the Chief of Party (COP) and other senior project staff and consortium partners to ensure project activities, outputs, and outcomes are appropriately captured, analyzed, and communicated. The Monitoring and Evaluation Director will report to the DCOP. ESSENTIAL RESPONSIBILITIES To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation. 1. Adapt the monitoring plan and learning agenda to ensure IHSAN outputs, outcomes, best practices and lessons learned are effectively captured. 2. Working with project partners, develop harmonized reporting and track progress. 3. Design the project information management system, strategies and tools for tracking project outputs and outcomes. 4. Provide training and technical support to consortium staff regarding monitoring, evaluation, and learning requirements, including data collection and reporting. 5. Perform and manage routine data quality audits 6. Develop a community-level participatory monitoring and evaluation program, and with accompanying training materials as needed. 7. Support building the capacity of Afghan institutions to monitor and evaluate nutrition and WASH interventions – working with institutions to design M&E strategies, deliver training, conduct assessments, perform data quality audits and use data for decision-making. 8. Manage data from the project for use by USAID third-party monitors. 9. Collaborate with senior project staff to identify opportunities for formative and/or operational research to advance knowledge, modify project implementation as needed and document best practice approaches. 10. Implement a lessons-learned sharing program for stakeholders within Afghanistan and through global technical fora. 11. Contribute to the development of reports and informational materials for donors and stakeholders. 12. Contribute to staff performance evaluations, particularly regarding monitoring and evaluation outputs. 13. Accountable for timely and accurate, periodic donor reports. • Other duties as assigned. Qualifications: SKILLS & REQUIREMENTS: • Advanced degree (post-graduate or higher) in a relevant subject with a strong focus on quantitative and qualitative research methods • A total of at least ten years of work experience including: o Five (5) years prior experience leading monitoring and evaluation research teams on similar international programs; and o Five (5) years prior experience conducting quantitative and qualitative research in field-based positions. • Knowledge of statistical methods required. • Experience in Afghanistan or other similar setting. • Demonstrated diplomatic, management and interpersonal communication skills to ensure internal coherence among diverse team members and sub-contractors, as well as relations with relevant ministries, civil society, private sector and other stakeholders. • Prior experience working on USAID programs required. • Fluency in English (written and spoken). • Proficiency or knowledge of Pashto or Dari strongly desired. • Based in Kabul, with frequent travel to field sites, security permitting. .
