Essential Job Duties/Scope of Work: CHIEF OF PARTY BACKGROUND International Medical Corps is a global, humanitarian, nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development projects. Established in in 1984 by volunteer doctors and nurses to address the critical need for medical care in war-torn Afghanistan during the Soviet occupation, International Medical Corps continues to implement programming in Afghanistan, focused on addressing humanitarian needs of the most vulnerable while also supporting training and capacity-building. International Medical Corps is recruiting a Chief of Party, to be based in Kabul, Afghanistan, for an anticipated US Agency for International Development project. The Initiative for Hygiene, Sanitation, and Nutrition (IHSAN) is a five-year, multi-sectoral intervention designed to improve the nutrition status of women of reproductive age and children, focusing on the first 1,000 days of a child’s life (conception to 24 months of age). JOB SUMMARY The Chief of Party (COP) shall be responsible for the overall management of the project and supervise project implementation and staff and serve as the principle interlocutor with USAID and key stakeholders within the Ministry of Public Health (MoPH), Ministry of Rural Rehabilitation & Development (MRRD), Ministry of Education (MOE), Ministry of Agriculture, Irrigation, and Livestock (MAIL), partners, donors, and other government agencies. The COP will take a leadership role in coordination among various partners, and sub-awardees and/or contractors, ensuring the project meets stated goals and reporting requirements. ESSENTIAL RESPONSIBILITIES 1. Ensure strategic objectives and project results are accomplished and meet technical quality standards. 2. Act as primary project contact to USAID/Afghanistan, taking responsibility for addressing all related project matters as identified by USAID. 3. Lead consortium in preparation and execution of workplans, compliance with standard operating procedures, and completion of deliverables and reports by project staff and/or sub-contractors. 4. Oversee project monitoring and evaluation, ensuring effective use of data and insights for project adaptation and evolution, organizational learning, and sharing lessons with stakeholders during implementation and beyond. 5. Ensure effective representation and relationship management with relevant ministries within GIRoA. 6. Ensure coordination with other USAID and other donor-funded projects to maximize impact and avoid redundancy. 7. Collaborate with International Medical Corps Afghanistan and Global Security teams to support staff and beneficiary safety and effective project implementation. Financial Management and Compliance 1. Work with project staff to ensure timely and accurate financial and programmatic reporting. 2. Ensure compliance with USAID, International Medical Corps, and relevant Government of the Islamic Republic of Afghanistan (GIRoA) policies and regulations. 3. Provide oversight to deliverables and activities of sub-contractors and ensure timely financial and programmatic reporting. 4. Oversee project communication strategies including compliance with USAID marking and branding requirements. HR Management 1. Establish project team. Recruit, lead, manage, and supervise International Medical Corps’ and consortium staff to meet objectives of the project. 2. Conduct periodic reviews of staff performance, ensure high levels of motivation and teamwork. 3. Manage recruitment portfolio for the project in collaboration with International Medical Corps Afghanistan country project management to ensure optimum service delivery. 4. Ensure project and consortium staff are effectively inducted, including ensuring familiarity and compliance with International Medical Corps’ Code of Conduct, ethics, and values, as well as project-specific goals. The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive Qualifications: SKILLS & REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation • Experience as Chief of Party on a USAID-funded contract, preferably in Afghanistan or similar context. • At least 10 years of experience in managing and implementing complex health, nutrition, and WASH projects in developing countries, specifically in a senior manager position. • An advanced degree (minimum a Master’s degree) in public health, project management, nutrition, or in a relevant field from a college or university. • Understanding of USG and USAID acquisition regulations. • Demonstrated diplomatic, management and interpersonal communication skills to ensure internal coherence among diverse team members and sub-contractors, as well as relations with relevant ministries, civil society, private sector and other stakeholders. • Fluency in English (written and spoken). Proficiency or knowledge of Pashto or Dari is a plus. • Based in Kabul, with frequent travel to field sites, security permitting.
