• Health and Nutrition coordinator, for technical and programmatic aspects related to nutrition, and Nutrition Programme Manager to increase technical competence on nutrition approaches and standards
• Health advisor for national representation and technical aspects on cross-cutting issues and the integration of health and nutrition activities
• All Program Managers for programme integration
• Other members of Senior Management Team when needed
• MOH, government officials, other NGO and partner staff
Job Purpose: Working as member of a large, innovative multi-sectorial programme, the Nutritionist will:
• Serve as the technical reference person supporting the mission to better apply nutrition standards and best practices at field level (including support to operations research and M&E processes)
• Provide sound nutrition guidance in support of strategy development within integrated multi-sectorial programming
• Contribute to efforts to enact measurable change at the household, community, health centre and health district level and contribute at the national level to the promotion of Concern best practices and approaches to address under nutrition
The normal duties and responsibilities attached to the role are as follows:
Main duties & Responsibilities:
Technical support
? Work with the Health and Nutrition Coordinator and Nutrition Program manager to ensure effective programme implementation in accordance with international/national protocols and best practice for Community Management of Acute Malnutrition (CMAM) and wider nutrition interventions and ensure monitoring of all nutrition activities (field visits, regular programme monitoring, mid-term and final evaluations, etc.)
? In coordination with the Health and Nutrition Coordinator, support capacity development of actors at the community, health centre, and district health team level to technically improve implementation of services and programs to prevent and treat malnutrition
? Provide technical support and supervision to Primary Health Care and Nutrition Advisors (health service coaches and mentors) CMAM supervisors, field agents and volunteers during monitoring visits to program sites and initial and refresher training for the improvement of community mobilisation and screening activities, and the quality of care for SC, OTP and SFP beneficiaries.
? Provide technical support and supervision during weekly and monthly Nutrition Programme meetings.
? Train and mentor Concern and MoH staff in nutrition, CMAM, including community mobilisation, nutrition surveys and other technical subjects, as required
? Contribute to the development of programme strategies, proposals and concept notes to donors in collaboration with the Health Advisor and Assistant Country Director-Programmes (ACDP).
? Support and orient consultants undertaking technical support for studies, surveys and evaluations.
Monitoring and evaluation
? Advise and provide technical support to M & E team and Health/Nutrition staff for an efficient monitoring and evaluation system to ensure programme quality and effective integration ofCMAM, including analysis of epidemiological data to inform programme adjustment and strategic orientation
? Review the quality of monthly nutrition data for the production of regular donor reports (Sitrep, Monthly Nutrition Situation Report on SC, OTP and SFP admissions, analysis of health centre performance vs SPHERE standards, screening results, Concern quarterly CMAM report, UNICEF CMAM report, WFP summary Food Distribution, nutrition and screening report).
? Ensure programme quality adheres to Concern and other internationally accepted standards such as SPHERE and HAP.
Surveys
? In conjunction with the Health advisor, ACDP, Health and Nut program coordinator and Nutrition team, support the team in preparing for and conducting Standard Monitoring & Assessment of Relief & Transitions (SMART), nutrition program coverage and other surveys, including analysis and report writing.
? Integrate information and results from above surveys into programme planning.
Reporting
? Guide the Nutrition program manager and team to monitor and document the performance of the nutrition activities through quality monthly, quarterly , mid-term and final reports
? Ensure that lessons learned are captured and properly documented and archived by carrying out regular nutrition component reviews.
? Ensure high quality and timely reports developed for donors.
? Ensure all programme staff/partners are fully oriented in Concern’s Programme Participant Protection Policy, Sphere and HAP principles.
Representation/Coordination
? Work closely with the key regional, departmental and district government departments particularly the hospital, health district and nutrition focal points to ensure the respect of the minimum standards of quality, integration and expansion of the treatment of acute malnutrition.
? Liaise with regional intervening partners (MSF-E, World Vision, MDM, ACH etc) and build strong relationships with the regional technical line departments, regional WFP, UNICEF and OCHA reps.
? Ensure that field level issues, concerns, and resultats are communicated to the Health Advisor and ACDP on a timely basis for sharing and informing discussions during representation at Nutrition Technical Group , Health, Food Security and other national level meetings

? Ensure the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties
? Ensure strict guardianship and security of financial data and documents at all times, including secure storage, accurate & complete filing and limiting access to the finance office to authorised personnel only

PERSON SPECIFICATION
Essential
? Degree in Nutrition, preferably Postgraduate qualification (MPH, MSc) in Nutrition.
? At least three years’ experience in the design and management of nutrition programmes in developing countries; one or more years’ experience in Community Management of Acute Malnutrition (CMAM) desirable
? Experience in monitoring and evaluation of health and nutrition programmes, including programme data management/analysis
? Experience working with MOH
? Experience in nutrition surveys, including data analysis and use of EPI-Info and SPSS software
? Strong staff management and staff development experience: ability to manage local staff in a mature and impartial manner
? Computer skills including database management, Microsoft Word and Excel
