Reference: KOK/SS/HNA Country: South Sudan Job Title: Health & Nutrition Advisor Grade: B Location: Juba, with frequent travel to Northern Bahr el Ghazal and Unity States, as well as new states as Concern’s country programme expands. Contract Length: 1 year Required by: Immediately Job Purpose: Support the management, delivery and expansion of a quality health and nutrition programme in South Sudan. To manage (where necessary) and coordinate the implementation, monitoring and evaluation of all Concern’s health and nutrition interventions in South Sudan, including the effective scale-up of Community-based Management of Acute Malnutrition (CMAM), and other nutrition related work to address the current crisis. The post holder will also be responsible for representing Concern and coordinating with key stakeholders in nutrition at all levels. Planning & Programme Expansion ? Assess the capacity of Concern to expand and improve operations given the scale of the current and upcoming crisis in South Sudan. ? With the Concern in-country teams produce project implementation/work plans and support the nutrition team in this regard to contribute to meeting the current needs in operating areas. ? Analyze unmet health needs and service gaps in consultation with local health officials to determine the potential for expanding health program activities ? Support the expansion and implementation of Concern’s emergency nutrition response. Work closely with the Country Director, Senior Management team on the needs of the civilian population and Concern’s capacity to expand operations maintaining quality programming ? Develop project concept notes, proposals and budgets as needed, particularly building on lessons learned from the programme experience. Programme Quality Assurance ? Ensure that nutrition programs utilize standardized protocols, policies and guidelines, as prescribed by the Ministry of Health and WHO/UNICEF ? Ensure the effective implementation of mobile clinics and health centre support for CMAM and PHC and the implementation of community mobilisation for nutrition and IYCF at village-level in coordination with existing hygiene promotion activities of the WASH programme ? Coordinate closely with Concern’s WASH teams and food security/livelihoods for an integrated response ? Ensure detailed procurement plans and quantities and specification for all required nutrition materials are specified well in advance and ongoing liaison with logistics and other relevant staff taking place to ensure appropriate supplies and materials delivered effectively and in a timely manner. Representation, Coordination & Liaison: ? Represent Concern at various coordination fora, directly engage with technical and other relevant staff of donor organisations and UN agencies. ? Ensure effective programme/project implementation by engaging with donors and other key actors in the nutrition arena. ? Develop relations with other nutrition actors to ensure Concern is engaged in developing the strategy for livelihoods recovery in South Sudan. ? Coordinate with other agencies on joint funding proposals and mass appeals Staff Development: ? Support the team of nutrition and health staff and, with the international Nutritionist, focus on building the capacity of the national nutrition staff to ensure improved program quality, staff capacity & technical knowledge and overall service provision ? Support the recruitment of staff as needed and support their training, mentoring and supervision to help ensure quality nutrition programme intervention implemented. ? Participate in recruitment and management of consultants as and when necessary. M&E, Reporting, Review and Supervision: ? Ensure effective supervisory mechanisms are in place, reflecting realities of South Sudan context and emergency situation. ? Produce and implement a strong in-country monitoring system, which reflects the realities of the South Sudan context. ? Produce programme data on key nutrition indicators (which may include CMAM performance, programme coverage, community participation, health & nutrition knowledge and practice, and quality of service delivery) and ensure it is collected, analysed, reviewed and responded to on an ongoing basis – as may be feasible and realistic given operating context and emergency situation. ? Finalise timely and quality reports (both narrative and financial) to fulfil internal (Country, Regional and HQ) and external (Ministry, Donors and Cluster) requirements. ? Engage in analysis of the nutritional situation as part of the overall emergency response and participate in strategic planning & management discussions. Ensure Concern South Sudan management and relevant HQ staff are fully updated on the unfolding nutritional situation and provided with the key findings from nutrition assessments, reports, external updates, etc. If the situation permits, undertake or manage nutrition surveys (currently not feasible due to context). ? Provide regular recommendations and technical information to the country director on the implementation of the program. ? Adapt and improve new and existing programmes on an ongoing basis, based on careful review of monitoring and any evaluation findings. ? Any other relevant duties as may reasonably be requested by Country Director. ? Every six months facilitate internal review exercises to help tracking progress of activities against the H&N work plans ? Carry out further work tasks as requested by CD for SS. PERSON SPECIFICATION 1. Education & Qualifications Required: Essential: • Masters in Nutrition, Public Health or equivalent qualification. • At least three years’ experience in a nutrition and/or health sector setting 2. Experience and Knowledge Required: Essential: • Experience in strategic development of nutrition and supporting health programmes, including mainstreaming of cross cutting themes such as HIV and AIDS, gender, and equality • Knowledge and experience in the most common assessment and survey methodologies • Good representational skills and able to undertake advocacy at a high level to further the programme goals • At least 5 years of relevant experience in public health and project/programme management, with significant experience in developing/managing health and nutrition projects in an emergency and or post conflict context • Experience in working with partner organizations, line ministries, networking and donor relations Desirable: • Training of trainers and facilitation skills • Experience in community mobilization / behavioural change strategies. • Experience in developing monitoring and evaluation frameworks for health and nutrition programmes • Experience working in nutrition interventions, including CMAM • Experience working with Primary Health Care (PHC) and Maternal Child Health (MCH) related project • A complementary additional professional qualification in health or nutrition outlined in the JD above. • Managing emergency and complex programming 3.
