Job Purpose: To provide programmatic leadership, strategic vision and technical support in all aspects of Concern’s health and nutrition programme across programmes in Geneina West Darfur, in line with international protocols, best practices and guidelines. The Health and Nutrition Advisor will contribute to the identification of programmatic priorities, design and direction. The role is wide ranging and hands-on requiring the post-holder to simultaneously work operationally on the ground in developing Concern’s nutrition and health programmes and strategically advocating at state and national level in influencing national policy and practice. Community Management of Acute Malnutrition (CMAM) and behaviour change on Infant and Young Child Feeding practices is a significant part of the health and nutrition programming. The Adviser is responsible for providing technical support, capacity building, developing strategy and advising field staff on the project design and responsible for coordinating and managing Concern’s external relationships with the UN, NGOs and Government for the sector. Main Duties & Responsibilities: • Advise on implementation of project interventions to achieve project outputs and objectives, including data management, regular monitoring and mid-term reviews in accordance with Concern and donor requirements. • Lead in developing Concern’s health and nutrition programme and support the national health and nutrition Advisers and in ensuring that the programmes are in line with international and national standards, and that Health and Nutrition sectors are integrated. • Develop, design and produce appropriate and contextualized methodologies, resources materials for use by the project team. • Ensure that the quality and coverage of the CMAM and Primary Health Care (PHC) programmes meet international and national standards and internal and external recommendations. • Co-ordinate, streamline and systematise Concern’s health and nutrition programme in all locations with appropriate protocols and best practice. • Work with national counterparts (both health and nutrition) and actively train/coach them on the health and nutrition advisory role. • Identify training needs of health and nutrition national staff and build their capacity by providing formal and informal training sessions to improve awareness and skills with respect to implementation of health and nutrition activities and provide on-going mentoring. • Provide support and advice the health and nutrition advisors to effectively manage programme budgets, procurement of nutrition supplies and other resources in line with Concern policies and procedures to ensure efficiency, accountability and transparency. • Regular supervision and provide on-the-job training for MoH and Concern staff at all health facilities which are supported by Concern • Provide technical assistance and lead on project design and proposal and budget preparation for institutional and private donors to meet identified needs and strengthen local capacities within the sector. • Provide support and as necessary lead on ensuring the timely compilation of situation updates, monthly and other narrative and statistical reports for head office and donors. • Represent Concern and actively participate at state/national technical forum to advance national policy and practice. • Assist the health and nutrition teams and relevant counterparts across the programme in preparing, conducting and analysing nutrition surveys and facilitating coverage and KAP surveys as required. • Continually monitor the health nutrition situation in the target and neighbouring areas and provide advice to the management and nutrition teams on additional actions that need to be taken to respond to the situation as part of our emergency response • Work in coordination with FIM and WASH Advisors and others to ensure health and nutrition needs are integrated to other programme components for the better health and nutrition outcome. • Within this role, contribute to the achievement of Concern’s accountability commitments, implementation of emergency (PEER) plan and help to ensure key approaches are mainstreamed (equality, HIV&AIDS, etc.). • Compile monthly, quarterly and other reports. PERSON SPECIFICATION 1. Education & Qualifications Required: Essential: • Masters in Nutrition, Public Health or equivalent qualification. • At least three years experience in a nutrition and/or health sector setting Desirable: • Experience working in nutrition interventions, including CMAM • Experience working with Primary Health Care (PHC) and Maternal Child Health (MCH) related project • A complementary additional professional qualification in health or nutrition outlined in the JD above. • Managing emergency and complex programming 2. Experience and Knowledge Required: Essential: • Experience in strategic development of nutrition and supporting health programmes, including mainstreaming of cross cutting themes such as HIV and AIDS, gender, and equality • Knowledge and experience in the most common assessment and survey methodologies such as SMART, SQEAC and related software. • Good representational skills and able to undertake advocacy at a high level to further the programme goals • At least 5 years of relevant experience in public health and project/programme management, with significant experience in developing/managing health and nutrition projects in an emergency and or post conflict context • Experience in working with partner organizations, line ministries, networking and donor relations Desirable: • Training of trainers and facilitation skills • Experience in community mobilization / behavioral change strategies. • Experience in developing monitoring and evaluation frameworks for health and nutrition programmes 3. General Information Description and location of workplace: In the case of the West Darfur position the Adviser will be based in Geneina, West Darfur with travel to the other programme areas (Kulbus, Mornei and Jebel Moon as security allows). Basic accommodation is provided with essential household items. Satellite TV and internet is available. Accommodation is shared in a team house with up to five international staff members. The post includes provision for R&R of 8-10 days every 8-10 weeks in West Darfur; while waiting on work permit in Khartoum the R&R eligibility time is doubles e.g. 8-10 days for every 16-20 weeks in Khartoum. Transport: There is shared transport within Khartoum/West Darfur based on availability subject to others’ usage. Required documentation for visa/work permit: The post holder requires a Sudanese visa, which will be arranged by Concern.
