BACKGROUND: Strengthening Partnerships, Results and Innovations in Nutrition (SPRING) is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to provide state-of-the-art technical support and facilitate country-led, regional, and global programs to improve the nutritional status of women and children. The SPRING implementation team consists of JSI Research & Training Institute, Inc. (the Prime), Helen Keller International (HKI), The International Food Policy Research Institute (IFPRI), Save the Children (SC), and The Manoff Group (TMG). SPRING builds on past USAID investments and its partner expertise to deliver high impact nutrition interventions, such as infant and young child feeding, control of micronutrient deficiencies, and maternal nutrition practices focusing on the first 1,000 days. SPRING is also leading efforts to strengthen the evidence base and to build on, clarify, and strengthen understanding, application and use of the most promising nutrition-sensitive agriculture interventions. SPRING, is seeking a highly motivated M&E Specialist to be a part of the Agriculture and Nutrition team on the project. The position will be based in the Arlington, VA office, with some travel overseas. RESPONSIBILITIES: The M&E Specialist will: o Support the agriculture/nutrition team on monitoring activities including but not limited to: o creating guidance for Feed the Future activities on process monitoring for nutrition-sensitive agriculture; o developing a definition and guidance around data collection for a nutrition-sensitive agriculture indicator; o identifying and/or developing guidance and tools for designing, monitoring, and evaluating multisectoral programs, especially for Feed the Future activities; o designing, implementing, and analyzing qualitative and mixed-method research to further the evidence base linking agriculture and nutrition leading analysis of qualitative data (with experience in analysis of quantitative data desirable) o Support M&E technical assistance requests from Feed the Future USAID Missions and implementing partners especially focused on improved monitoring systems for nutrition-sensitive agriculture, working in partnership with other technical staff, as appropriate. o Lead or support writing of reports, journal articles, technical briefs, and other deliverables related to SPRING activities. o Represent SPRING externally to donors and partners, as requested; participate in working groups and relevant M&E conferences. o Report directly to and support the Food Security and Nutrition Director, along with providing support to the SPRING Research and Evaluation Advisor. o Work collaboratively and communicate frequently with the wider SPRING team, providing direct liaison with the Strategic Information team resources and activities. o Perform other duties as determined by the Food Security and Nutrition Director or designee. o Provide technical assistance to SPRING country offices, as requested. QUALIFICATIONS: · Minimum of a Master’s degree in agriculture economics, nutrition, public health, statistics, economics, sociology, anthropology or a related field. · Sound training and minimum of 5-8 years of experience in: developing and implementing monitoring systems for field based programs, qualitative and/or quantitative research methods, operations and/or formative research, minimum of three years field-based agriculture and/or nutrition data collection experience, essential. · Experience with multisectoral programs funded by USAID’s Bureau for Food Security or Bureau of Democracy, Conflict, and Humanitarian Assistance preferred. · Experience working in the design, monitoring, and evaluation of nutrition, agriculture, and food security activities. Familiarity with social and behavior change communications (SBCC) theory, programming, and measurement, a plus. · Computer literacy, with demonstrated use of data analysis software (e.g., Stata, SPSS, Nvivo, Atlas.ti, etc.). · Excellent written and oral communications and negotiating skills. · Proficiency in a major foreign language, preferred. French or Spanish highly preferred. · Strong initiative and self-motivation required, with a commitment to teamwork and effectiveness within a nonhierarchical, participatory management environment. · Ability and willingness to travel internationally 30% of the time. · Authorization to work in the U.S. is required.
