Role and Responsibilities
Contribute to the mitigation of the overall ebola outbreak through the provision of quality health services to suspected and confirmed ebola patients. Provide hands-on clinical care while building the capacity of the local health team by providing appropriate and relevant supervision, hands-on training and technical support; contribute to monitoring and reporting on project progress; liaise with community leaders and health officials as requested.
Project Overview
To reduce morbidity and mortality caused by the Ebola virus for vulnerable populations in Sierra Leone by breaking the chain of transmission through quality isolation, Medair will establish a 20 bed Ebola isolation and treatment unit (EITU) in Kontorlah Community, Western Urban District in liaison with Lifeline Nehemiah (social mobilization and psychosocial support) and Oxfam (engineering and water and sanitation).

Key Activity Areas
Health Management
• Provide oversight to national staff providing support for screening and treatment for suspect and confirmed cases which present to the EITU.
• Provide 24 hour supervision of staff in the EITU to ensure strict adherence to protocols.
• Responsible for prepositioning of supplies as needed to ensure sufficient personal protective equipment (PPE) as well as buffer stocks with no stock-outs tolerated.
• Responsible for Provision of emergency drug stocks and buffer stocks to ensure access to essential pharmaceuticals for Medair supported facilities.
• Coordinate with Lifeline Nehemiah for social mobilization messages and psychosocial support to contacts, families, and patients with suspected or confirmed Ebola.
• Coordinate WASH staff to ensure on-going maintenance of water and sanitation systems in the EITU.
• Coordinate with WASH Manager as well as safe burial teams, ambulance teams, surveillance teams, and contact tracing teams to ensure rapid assessment and isolation of suspected patients.
• Oversee the process of data collection, collation and dissemination to meet the requirements and deadlines set by Medair and/or external partners within the health facility only
• Ensure accurate and timely reporting of activities for internal and external reports (e.g. monthly, quarterly and final reports) as requested by field managers, HQ and donors.
Staff Management
• Manage and oversee the assigned health team including recruitment, day-to-day management, development and training, appraisals, etc.
• Facilitate regular team meetings with the assigned health team, reviewing team and individual objectives, ensuring staff are informed of relevant issues and providing an opportunity for feedback.
• Ensure the assigned health team members receive relevant and appropriate supervision, coaching, mentoring and training in order to develop their personal and professional skills, knowledge and understanding. This may be through on-the-job training and taught sessions.
• Promote the health and security of the health team by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices.
Financial Management
• Work with the relevant field managers to plan, construct and manage health budgets for the assigned health project(s)
Communication and Coordination
• Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned health team, Medair in-country health managers and advisors and other relevant stakeholders. Represent Medair at relevant local level coordination meetings involving local authorities, UN agencies and other NGOs.
Logistics
• Manage the correct and timely ordering (within budgetary constraints) of all necessary medicines, supplies and equipment for the assigned health facilities and activities, ensuring minimum stocks are maintained and items are stored and distributed correctly.
Quality Management
• Implement, as far as is possible within operational constraints, relevant policies and standards relating to health service delivery including Sphere and HAP standards, Ministry of Health and donor guidelines and other good practice.
Qualifications
• Clinical degree or diploma (nurse, midwife or doctor)
• Certificate / diploma in Public Health or Tropical Medicine or humanitarian aid desirable
Languages
• Strong working knowledge of English (spoken and written)
Experience / Competencies
• 2 years post-qualification nursing / medical professional experience
• Experience in a health programme in a developing country, preferably in a humanitarian context
• Clinical skills within a Primary Health Care setting desirable, able to enforce procedures
• Capacity to work under pressure and manage personal stress levels; able to stay calm with strong attention to following safety protocols; able to cope with basic living conditions in the field
• Team-player with good inter-personal skills; committed to consultative and servant minded leadership

IMPORTANT Working Conditions
• Due to limitations on the complex evacuation process we are currently only taking applications from those who can enter Europe without a visa.
• Exceptionally, for this role, applicants will not be required to complete the Medair ROC (Relief & Recovery Orientation Course). However those wishing to continue in a Medair programme subsequent to this contract will be required to successfully complete the Medair ROC.
