Team leader (Key expert) - Senior Nutrition or Public Health / Nursing expert for the EU-project in Yemen: “Enhancing resilience for nutrition: Support for the Ministry of Public Health and Population” Project Title: Enhancing resilience for nutrition: support for the Ministry of Public Health and Population Donor: EU Country: Republic of Yemen Status of project: Tender Project start: January 2015 until December 2017 Title of Position/Vacancy: Team leader Public Health / nutrition expert Mission duration: Full-time, 660 working days Project duration: 36 months Working Station: Sana’a, with travel to pilot Governorates Project Objective: The overall objective of the project is to improve the nutritional status of the population of Yemen. The TA aims at strengthening the capacities of the MoPHP at the central and sub-national levels for improved health/nutrition service delivery and indicators 1. The purposes of this contract are: To support adequate stewardship of the different governance layers of the MoPHP in the area of nutrition and health education (HE); 2. To strengthen technical capacities of a critical mass of PH staff. 3. To nurture the creation of an enabling environment for nutrition programmes and nutrition investments through supporting legislation, information, education and communication, linkages with private sector and active participation in inter-ministerial activities. ------------------ To support this project GOPA Consultants and its partners are looking for a Senior Nutrition or Public Health / Nursing expert to function as team leader (660 days throughout 36 months) Job Description: · Overall management responsibility for the entire project, interfacing with MoPHP authorities and the EU · Support institutional development of the Nutrition and HE departments by strengthening management, coordination and knowledge medium term of Ministry at all levels, with focus on HE · Foster the managerial, coordination and stewardship capacities of the Nutrition Department in full cooperation with the nutrition focal points in the Governorates and districts · Foster coordination with other Ministries, Development Partners and NGOs · Capacitate the Department to be able to roll out the plan at central and sub-national levels, creating standard operating procedures in order for governance in the nutrition sector to happen and be sustained. · Capacitate the Governorate Health Offices (GHO) subnational branches and their HE Educators and Volunteers in developing an overarching strategy paper and standard operating procedures for follow up and standardize the work with the sub-national level in order to enhance the effectiveness and capillarity of HE work for inverting the trend of malnutrition · Organise KAP surveys and training/coaching programmes. · Intense Capacity building: On basis of existing curricula for training in nutrition and nutrition education, help to (i) train master trainers, (ii) train students, (iii) offer the possibility to medical faculties to include a course of nutrition in the curriculum; (iv) include a short inservice course in the curriculum of midwives and nurses and (v) offer the same short training to a group of midwives and nurses as in service training. · Capacity building on HMIS on the nutrition subsector for increasing MoPHP capacities to collect, analyse, feedback and use data so that actions can be based on evidence and MoPHP dependency on Development Partners decrease · Develop a comprehensive legislation related to nutrition · Promote a conducive environment for private investments in nutrition · Enhance collaboration between the nutrition department, HE and HMIS · Create synergies with Human Resources Department and HR for Health and the Ministry of Civil Service and Insurances and with departments in the curative sector Expert profile: - Senior expert Qualifications and skills: - Nutrition degree or nutrition post graduate qualification or public health/ nursing qualification (with significant nutrition experience). - At least spoken Arabic language skills - Ability to work under stress and diplomatic skills General professional experience - Minimum of ten years of working experience in the health or nutrition sector. - Demonstrable experience in team management - Excellent written and oral English language skills - Preferably, a combination of experiences in different working environment (public administration, International Organizations, Consultancies, NGOs…) - Preferably prior working experience in governmental institutions Specific professional experience - Minimum of five years' experience in fragile countries/LDC28. - Minimum of eight years of relevant experience in advising and guiding public health or nutrition policies (international, central or local levels) with at least half of them in Nutrition - Prior working experience in Yemen or similar environment will be valued.
