ROLE PURPOSE: To provide overall leadership and management for nutrition survey; the role holder will be responsible for designing, planning, conducting, analysing and reporting on surveillance, SMART survey, rapid nutrition assessment, and coverage survey activities. This will be directly or with the counties Nutrition Project manager in areas where Save the Children is implementing Nutrition Activities. This role will work with the county Ministry of Health in coordination, planning, monitoring, data collection/management and reporting of nutrition activities in Jonglei, Lakes and Eastern Equatorial State South Sudan. They will also liaise with other partners in the County and states where Save the Children is working, offering support to the County and State surveillance in Emergency work and provide up to date Nutrition situation reports for program and policy decision making. SCOPE OF ROLE: Reports to: Nutrition Advisor. Dimensions: Through its years of operations in South Sudan, Save the Children’s nutrition programmes have significantly improved the nutrition status of women, children and their families and have recorded significant gains in expanding nutrition programme coverage and responsiveness. Currently, through multiple funding sources, Save the children supports 11 counties providing community-based management of acute malnutrition (CMAM) and plans to extend CMAM throughout the Save the children-support network of primary health care facilities. Number of direct reports: Surveillance Officer KEY AREAS OF ACCOUNTABILITY: Nutrition Smart surveys: • Identification and design of surveys activities according to needs/pre-decided work-plans and capacities that includes SMART survey methodology and other nutrition surveys if needed. • Conducting SMART( Full/small) surveys in Lakes, Jonglei and Eastern Equatorial States for ongoing nutrition programming and any other areas prioritised by the Nutrition Cluster. (Awerial, Akobo, Nyirol, Bor, Wulu and Kapoeta counties) as per funding availability. • Encouraging and facilitating an integrated approach to survey assessments. • Collection of background and general information and contextual information relevant to the survey. The Nutrition Survey Manager is in-charge of the scientific quality of the Survey. S/he will organize for the Counties teams to access to books, reports, key informants interviews, local authorities, etc, according to the needs of the survey. • Responsible for the survey design: initial planning, selection of tools and methods, sampling, writing guidelines and set up time frame, working days needed, budget and logistics planning and any special tools and equipment needed. All these will be done in coordination with the Nutrition TA and MEAL Teams as well as NPM and AMs. • Lead the survey team in data collection (following designed methodology), data entry, analysis and processing of information (ENA for SMART, SPSS, Epi Info, Ms Excel etc.). • Produce survey analysis and reports and guaranty the quality of the final survey report, recommendations and the integrated collaboration with other Save the Children technical departments for contextual information. • To write quality technical reports for external release – i.e. nutrition surveys, rapid assessments, and coverage survey, Save the Children training sessions and/or workshops. • To disseminate findings among stakeholders, partners, Save the Children teams, etc. Effectively manage surveys, teams and internal coordination: • manage all aspects of the SMART survey from planning, logistics, budgeting, team recruitment, training, coordination with MoH and Save the Children International concerned staff. The Nutrition Survey Manager will also be responsible to manage the Field work, quality of the survey, analysis and the report writing to finalization. • Management and Supervision of the survey/assessment teams including: induction, follow up, evaluation, and promotion of positive team dynamics and motivation. • Recruiting, Training and building of technical capacity of the surveys’ team. • Collaboration with Nutrition TA , Area managers, Nutrition Project Managers -Technical and Field Manager s and any other internal or external resource people in order to ensure the coherence of Save the Children International activities and reports. • Collaboration with health authorities and Nutrition implementing partners via the head of Nutrition department. • Follow up of the budget allocated to survey activities in liaison with Budget holders and Area Managers. • Arrangement and Follow up of the logistics requirements of the surveys' team with the Logistics Department and relevant Field managers and Nutrition teams or Partners. • Participation in the program strategy, narrative and financial project proposals • Providing Survey update in the Nutrition technical monthly report. • Analyzing the backup survey as and when required by the programs. • Providing outcome/impact analysis information of the programs through the survey findings. Plan, support and follow up on capacity development with field teams. • Define a training development plan for the Survey team on SMART surveys • Recruit, train and build technical capacity of the surveys’ team in collaboration with the PMs. • Support to supervision of the survey teams including: induction, follow up, evaluation, and promotion of positive team dynamics and motivation. • Liaising with relevant ministries and stakeholders to identify survey training needs and develop appropriate funding proposals in coordination with the line managers. • Support Save the Children International Nutrition PMs and Nutrition teams on implementation of the survey recommendations/reforms. • Planning and facilitating technical capacity building and training sessions for the government ministries and partner NGOs/UN agencies staff/cluster members as and when required. Appropriately represent Save the Children and coordinate externally. • Representation of Save the Children International as and when directed by the Nutrition TA - technical line manager and/or prepare related material to be presented to internal and external audience. • Coordination with the Ministry of Health and/or other line ministries for the implementation of survey activities. • All internal/external coordination to be done in a culturally appropriate, honourable and respectful manner. • To arrange the work plans/field work in accordance to the safety and security procedures of Save the Children South Sudan.
