SCOPE OF WORK: Under the supervision of IRC Yemen’s Field Coordinator-South Yemen, the Nutrition Coordinator will be responsible for the vision, strategy, design, implementation and management of the Nutrition Program in Yemen. The Nutrition Coordinator will work closely with the Health Coordinator and EH Coordinator, as well as the teams in the field, to ensure effective implementation of the integrated health program. The Nutrition Coordinator will be based in Aden and, pending security protocols, conduct frequent visits to the 3 field sites.
RESPONSIBILITIES:
Coordination and Representation
• Plan and coordinate IRC Yemen nutrition interventions.
• Collaborate with other sectors to ensure a holistic approach in line with IRC’s Program Framework principles and IRC Yemen integrated program.
• Represent IRC to UN, international and national NGOs, and Ministries of Health, for nutrition topics.
• Oversee implementation of grants and management of budgets, including budget forecasting, development of spending plans in cooperation with the Grants Manager and Finance Controller.
Technical Monitoring and Program Quality
• Provide technical supervision of, and technical support to IRC nutrition programming activities.
• Ensure that nutrition programs utilize standardized protocols, policies and guidelines, as prescribed by the Ministry of Health and WHO/UNICEF.
• Ensure that all nutrition activities are consistent with established best practices.
• Oversee the collection and timely reporting of data and statistics for all nutrition programs in line with national, internal and donor requirements.
• Ensure appropriate follow-up and decision-making on data relevant to IRC nutrition programs.
• Ensure good coordination with the health and EH teams.
• Ensure all stakeholders, including IRC Yemen Country Director, Field Coordinator-South Yemen, Health Coordinator, IRC health technical unit, and all donors are provided with updates, following the established reporting structures.
Strategic Planning
• Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary.
• In collaboration with the Nutrition Technical Adviser, Field Coordinator, Health Coordinator and the Country Director, lead the development of an IRC Nutrition Program strategy, in line with IRC Yemen Country Strategic Planning.
Program Development
• Identify opportunities for program development.
• Lead technical assessments as a basis for nutrition program development.
• Coordinate and initiate project proposals and develop program proposals (development of logical frameworks and appropriate, realistic and measurable indicators) for the IRC Yemen Nutrition Program under the supervision of the Grants Manager and Country Director.
Staff development
• Ensure the ongoing capacity building of national health staff through support to direct supervisors in ensuring staff performance evaluations and individual development plans.
• Insure appropriate support by coaching through regular field visits, following IRC Yemen security protocols.
• Recruit and manage staff as necessary, according to IRC Yemen policies and procedures.
QUALIFICATIONS & EXPERIENCE REQUIRED:
• Professional degree, preferably at the advanced level (Master) in nutrition
• Three to five years professional experience managing CMAM nutrition programs
• Excellent management skills
• Experience developing staff capacity
• Experience conducting assessments, preferably using participatory approaches and /or SMART and SQUEAC surveys
• Experience working in a multi-cultural setting
• Ability to write clear and concise reports and proposals and to meet required reporting deadlines
• Able to work independently while being a strong team player
• Competence with Windows, Microsoft Office
• Ability to work in unstable security environments
• Proficient in English language (written and spoken) and in Arabic language (spoken) is required.
SPECIFIC SECURITY SITUATION/HOUSING
The security situation in Yemen remains fluid and unpredictable. The current security level in Sana’a and Aden is ORANGE. As a result, candidates may expect periods of insecurity, periodic suspensions of, or restrictions in, program operation and/or field travel, and high levels of volatility in the operating environment. Strict adherence to IRC Yemen security guidelines is required of all IRC staff.
The Nutrition Coordinator is based in Sana’a with frequent travel to Aden and the south and will be provided with comfortable shared housing.
