JOB TITLE: Technical Adviser - Infant and Young Child Feeding (IYCF) Strengthening Nutrition Security Consortium Somalia (Nairobi base) LOCATION: Nairobi with some travel to Mogadishu GRADE: TBC (Competitive Package) National or International POST TYPE: Fixed Term-24 months with a possibility of extension BACKGROUND The SNS consortium combines the nutrition expertise of four INGOs (ACF, Concern, Oxfam, Save the Children) with significant experience of working on nutrition in Somalia. The four-year programme aims to improve access to and quality of life-saving and preventative nutrition interventions and improve the nutritional status of children under five in south and central Somalia by going beyond the emergency treatment phase to prevent new cases of acute malnutrition. The programme combines emergency aid provision with transitional support towards longer-term development goals. The programme is built on the following four pillars: 1. Treatment of Severe Acute Malnutrition (SAM) 2. Prevention of acute malnutrition 3. Nutrition surveillance and early warning 4. Capacity- building of community and existing health and nutrition structures The consortium aims to identify the key causes of malnutrition and to work with communities to overcome these issues and ensure greater resilience to shocks that would normally lead to increased malnutrition and mortality rates. Surge capacity will be built up to allow for timely investigation and response to emergencies that are bound to affect the nutritional status of the population, such as disease outbreaks, floods and drought. ROLE PURPOSE: This role will be within the Consortium Management Unit hosted by Save the Children. Under the general direction and guidance of the Somalia Nutrition Consortium Manager, this post lead on IYCF strategy development and ensure all IYCF programming in the Somalia Nutrition Consortium locations are of excellent technical quality, and contribute significantly to the Consortium’s strategic objectives, national/global learning and advocacy. The IYCF Advisor is expected to lead IYCF strategy development and provide technical advice and support to project staff to ensure programming objectives are successfully achieved. The IYCF Adviser must be willing to embrace a child rights programming approach and represent the Somalia Nutrition Consortium in national fora and working groups. KEY AREAS OF ACCOUNTABILITY: Build capacity of Consortium staff on IYCF - Support identification of requirements for building the capacity on IYCF of staff at the country and field level of the consortium members - In collaboration with the consortium technical team , develop or adapt training materials and job aids for IYCF according to the programme strategy - Provide training and follow up the effectiveness of the same on IYCF for Consortium field programme managers and other IYCF staff - Provide on the job training and coaching for implementers in the facilities and communities whenever possible together with project teams of the Consortium members Provide IYCF technical support to consortium members - Lead the development of the IYCF strategy for the consortium - Oversee formative research to inform the IYCF strategy - Support programme team members of the Consortium members in developing/adopting innovative approaches and standards for promoting and implementing IYCF initiatives to maximize the effectiveness and impact of the Nutrition Programme - Establish strong professional network with institutions and agencies who have the experience and competencies - Provide day-to-day technical support and advice to IYFC field staff to ensure national guidelines, international guidelines and programme strategy on IYCF - Take part in the recruitment and training of nutrition programme staff in technical areas of expertise as appropriate and ensure availability of appropriate professional development opportunities Support programme supervision and documentation at the Consortium level - Work with MEAL team of the Consortium on developing / setting up indicators and monitoring tools for IYCF - In collaboration with Consortium members staff to ensure timely data compilation and reporting on IYCF activities - Support production of successful evidences and case studies related to the programme - Ensure that IYCF activities are reviewed and acted upon constantly in terms of their effectiveness and impact - Take part in joint programme planning and review sessions Ensure timely reporting, adherence to programme strategy and coordination within programme - Provide quality IYCF reports to line manager according to the defined M&E plan - Ensure regular communication and sharing of constraints/successes with field staff and consortium members - Lead the strategy formulation for progress of the programme in consultation with other stakeholders linked to IYCF. - Participate and collaborate for effective coordination within the programme QUALIFICATIONS AND EXPERIENCE: Essential - Nutrition professional with a Master Degree in nutrition or equivalent. - Significant experience and a track record of success in delivering high quality IYCF programmes - Experience of designing behaviour change strategies for IYCF with PD Health and/or TIPS experience an advantage. - Experience of designing, implementing and analysing qualitative and quantitative research on IYCF Practices - Significant professional experience, at least 3 years, of working at a senior advisory level in nutrition in the development sector. Experience in Somalia an advantage. - Knowledge of and commitment to the Operational Guidance on IFE. - Demonstrable experience of representing and advocating for IYCF at a high level. - Demonstrated experience of successfully building the capacity of national staff and partners with willingness to adopt participatory and consultative approaches. - Experience with nutrition programming in humanitarian settings preferred. - Experience of capacity building and mentoring. - Highly developed writing skills including experience in writing proposals and donor reports. - Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. - Strong results orientation, with the ability to challenge existing mindsets. - Experience solving complex issues through analysis, definition of a clear way forward and ensuring buy-in. - Ability to present complex information in a succinct and compelling manner. - Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies. - Fluency in English, both verbal and written, required.
